Job description
Senior Building Surveyor

Job Ref: Portsmouth 5275812.
Pay Rate: £253.40 per day PAYE.
Hours per week: 37 Monday – Friday, normal working hours.
This opening assignment is for 4 months.
Hybrid – 3 days per week on site.

Summary of what the candidate must have to apply
  • Degree or HNC in a building surveying or construction-related subject, ideally with RICS or CIOB membership.
  • Strong knowledge of building construction technology, building pathology and building-related legislation.
  • Experience procuring, managing and delivering building projects and repairs, including use of JCT and NEC contracts.
  • Ability to undertake a wide range of surveys including stock condition, measured surveys, dilapidations, fire risk assessments and asbestos inspections.
  • Experience managing and developing technical staff within a surveying function.
The role

The postholder will work within the Property Services team surveying the council’s housing stock and corporate assets. Duties include diagnosing required works, preparing specifications, issuing repairs, managing contractors, and running complex or high‑profile projects ranging from £50,000 to £1,000,000. The role includes supporting planned maintenance programmes, maintaining asset data, leading responses on HRA and LGO complaint cases and deputising for the Property Services Manager when required.

Key accountabilities
  • Survey housing stock and corporate buildings, identify required works and prepare specifications.
  • Manage repair works and project delivery, including decoration, cladding, fire safety, window replacement, roofing, extensions, electrical works and structural repairs.
  • Oversee procurement and contract management, ensuring compliance with agreed terms and conditions.
  • Allocate workloads and support staff development, including training and coaching.
  • Assess asset condition, identify cyclical work and contribute to planned maintenance programmes.
  • Maintain accurate stock data and evaluate repair service performance.
  • Liaise with customers, leaseholders, councillors and building users regarding repairs and maintenance.
  • Lead research and prepare reports for Stage 1 HRA and LGO complaints.
  • Manage and develop a team of surveyors supporting maintenance and improvement of over 3,000 homes and various corporate assets.
  • Support and deputise for the Property Services Manager in managing resources and team performance.
Requirements/key criteria
  • Degree or HNC in building surveying or construction-related subject.
  • Knowledge of JCT and NEC contracts, including managing contractors and resolving disputes.
  • Strong understanding of building construction, building pathology and building regulations.
  • Knowledge of key legislation: planning law, party wall act, fire safety, electrical inspections, gas installations, CDM regulations and asbestos regulations.
  • Experience undertaking a wide range of surveys and preparing technical specifications.
  • Ability to evaluate building options, obtain quotations or tenders and manage repairs contracts.
  • Cost control and budget management skills, including estimating, financial control and assessing value for money.
  • Strong IT skills including use of Word, Excel and specialist data systems.
  • Understanding of public procurement rules for building works.
  • Ability to interrogate, analyse and evaluate stock data and repair information.
  • Experience managing and developing staff within a property or surveying environment.
  • Strong communication skills across all stakeholder levels, including report writing and leading presentations.
  • Ability to manage customer expectations and maintain strong relationships.
  • Full UK driving licence and access to a car (essential car user allowance applies).
Desirable
  • CIOB or RICS membership is preferred.
  • Experience delivering large‑scale or high‑profile building projects within a public sector setting.
