Freelance Quantity Surveyor - Highways Framework (Inside IR35)

Location: East Anglia

Contract Type: Freelance / Contract (Inside IR35)

Sector: Highways & Infrastructure

Framework: Major Highways Framework (Tier 1 Contractor)

Role Overview

We are seeking an experienced Freelance Quantity Surveyor to support the commercial delivery of a busy Highways Framework across the East Anglia region. The role will sit within a Tier 1 delivery environment and will play a key part in ensuring robust commercial control across multiple workstreams and schemes. This is a fast‑paced role requiring a proactive individual with proven experience managing complex frameworks, maintaining strong commercial governance, and working collaboratively with delivery teams and clients.

Key Responsibilities
  • Commercial management of highways projects delivered under a major framework
  • Preparation and management of cost plans, forecasts, and budgets
  • Administration of NEC contracts (NEC3 / NEC4)
  • Managing change control, early warnings, and compensation events
  • Measurement, valuation, and agreement of works
  • Subcontractor procurement, negotiation, and account management
  • Preparation and submission of applications for payment
  • Assessment of subcontractor applications and final accounts
  • Cost reporting and monthly CVRs
  • Risk and opportunity management
  • Close collaboration with project managers, planners, engineers, and client representatives
  • Supporting commercial strategy across the framework portfolio
Essential Requirements
  • Proven Tier 1 contractor experience on major highways frameworks
  • Demonstrable experience managing busy multi-project frameworks
  • Strong background in highways/infrastructure delivery
  • Expert knowledge of NEC forms of contract
  • Strong commercial and contractual awareness
  • Excellent stakeholder management and communication skills
  • Ability to manage multiple projects simultaneously
  • Self‑motivated and able to work with minimal supervision
Desirable
  • Degree‑qualified in Quantity Surveying or a related discipline
  • Membership of RICS or working towards
  • Experience working within regional highways frameworks
  • Strong reporting and financial control background
Working Arrangements
