A leading recruitment firm is seeking a Procurement Manager for a 6-9 month contract to manage end-to-end procurement for a large-scale technology transformation programme. The role requires strong knowledge of public sector procurement regulations and experience in delivering large-scale technology procurements. Responsibilities include managing multiple procurements and engaging with stakeholders. The position is office-based in Central London once a week, with a daily rate of £650-£700 inside IR35.

Overview

The Project Procurement Manager will lead and deliver end-to-end procurement activity for a large-scale technology transformation programme, ensuring compliance, value for money, and effective supplier engagement.

Key Responsibilities

• Manage multiple technology procurements within the Back Office Operational Modernisation (BOOM) programme.
• Transition services from an expired contract to new suppliers.
• Establish and run procurement processes, including documentation, requirements gathering, and evaluation.
• Engage with senior stakeholders and suppliers to drive successful commercial outcomes.

Experience Required

• Strong knowledge of Public Sector Procurement Regulations (PCR & PA23).
• Proven track record in delivering large-scale technology procurements.
• Experience working across digital services and finance systems.
• Ability to operate independently and set up procurement frameworks from scratch.
