Role: Programme Manager (Organisational Transformation)

Contract: Until End of January 2026

Location: Hybrid (1 day per week in Canary Wharf)

Daily Rate: £600 - £750 (Inside IR35)

Morgan Hunt is partnering with a leading UK government organisation to recruit a high-calibre Programme Manager. This is a contract opportunity to spearhead a significant organisational transformation programme that will define the future of public service delivery.

We are looking for a strategic leader with a proven background in designing and delivering complex, large-scale change. If you can engage at senior levels and drive a programme to successful outcomes, this role is for you.

Responsibilities
  • Lead and Direct: Take full ownership of a high-profile transformation programme, ensuring it delivers on its strategic objectives and realised benefits.
  • Engage and Influence: Build strong, collaborative relationships with a wide range of senior stakeholders, including C-suite level, to secure buy-in and navigate complex organisational landscapes.
  • Manage and Mentor: Lead, motivate, and develop a dedicated change team, fostering a culture of high performance and continuous improvement.
  • Drive Delivery: Expertly manage multiple project workstreams, ensuring alignment, managing interdependencies, and maintaining momentum across the entire programme.
  • Ensure Excellence: Apply robust programme management and change methodologies to control scope, manage risk, and ensure quality throughout the programme lifecycle.
Essential Candidate Profile
  • Proven Experience: A robust track record of leading and delivering significant change or transformation programmes from inception to benefits realisation.
  • Senior Stakeholder Mastery: Exceptional influencing and communication skills, with demonstrable experience engaging and building credibility with Executive and Director-level stakeholders.
  • Leadership: Experience of directly leading, managing, and developing a change team.
  • Collaborative Communicator: A skilled collaborator, able to work seamlessly across a wide range of teams and disciplines to achieve common goals.
  • Formal Qualifications: You will hold a recognised qualification in programme or project management, such as:
    • PRINCE2 Practitioner
    • Managing Successful Programmes (MSP) Practitioner / Advanced Practitioner
    • Management of Risk (M_o_R) Practitioner
    • Managing Portfolios (MoP) Practitioner
    • APM Chartered Project Professional (ChPP)
    • Project Leadership Programme
The Opportunity & Contract Details
  • Daily Rate: £600 - £750 per day (Umbrella Company, Inside IR35)
  • Duration: A long-term contract, running until the end of January 2026.
  • Location & Flexibility: Hybrid working model, requiring just one day per week in Canary Wharf, London.
