Program Manager – Business Transformation (Site Consolidation)

We are recruiting an experienced Program Manager – Business Transformation (Site Consolidation) to support a major European consolidation programme. This is a 12-month Outside IR35 contract, primarily remote, with limited travel (less than 20%) across Europe.

This role will lead and coordinate multiple site consolidation projects across Europe within an industrial environment, covering physical site moves, equipment relocation, site closures, and customer communication.

As the consolidation activity scales across the business unit, the Program Manager will also be responsible for developing and embedding a Group Site Consolidation Playbook, defining standard methodologies, processes, and best practices.

Role Overview

The successful contractor will be structured, pragmatic, and comfortable driving pace in complex, multi-stakeholder environments. You will work closely with senior leaders and local site teams to ensure consolidation projects are delivered safely, efficiently, and with minimal customer impact.

Key Responsibilities
Project Delivery

Lead end-to-end site consolidation projects across Europe, including:

  • Operational and physical transfers
  • Equipment and asset relocation
  • Customer communication planning
  • Site closure preparation and execution
Financial tracking and reporting

Build and manage detailed project plans, clearly defining milestones, risks, and dependencies

Maintain delivery momentum and proactively resolve delays and cross-functional issues

Coordinate local project leads and ensure alignment across Operations, Quality, IT, HR, Finance, Commercial, and HSE

Prepare regular status reports and present progress to the Business Transformation Director

Methodology & Playbook Development

Develop and implement a Group Site Consolidation Playbook, including:

  • Standard processes and methodologies
  • Templates, tools, and documentation
  • Standard timelines and governance
  • Risk, stakeholder, and communication frameworks
Lessons learned and continuous improvement

Ensure the playbook is practical, scalable, and consistently adopted across divisions

Stakeholder Management

Engage and influence senior stakeholders including General Managers, Business Unit Leaders, and Functional Heads

Facilitate clear, consistent communication throughout all phases of consolidation projects

Manage expectations and support change management activities at local and regional levels

Skills & Experience Required

7+ years’ experience in Project or Programme Management

Proven experience delivering site consolidation projects, including physical site moves

Background in business transformation or complex operational programmes

Strong organisational and planning capability, managing multiple concurrent projects

Experience coordinating cross-functional teams without direct line authority

Excellent communication skills in sensitive and high-impact environments (closures, customer impact, organisational change)

Proficiency in MS Project and Power BI

Experience working in international, multi-site organisations

Knowledge of industrial operations, equipment relocation, and regulatory considerations
