Job description

The post holder will be aligned to a portfolio of directorates and CSUs, responsible for relationship management and procurement leadership.

Responsibilities
  • Build and maintain strong, productive stakeholder relationships across the portfolio of directorates and CSUs.
  • Plan, prioritise and manage strategic sourcing and high‑value procurement projects, including drafting tender and contract documents.
  • Evaluate tender submissions using appropriate methods to secure value for money.
  • Provide specialist procurement advice for specific projects and ensure service levels are maintained.
  • Lead full end‑to‑end procurement cycles, from tender documentation to raising purchase orders.
  • Ensure compliance with public procurement legislation, Trust policies and standing financial instructions.
  • Supervise a procurement team – managing recruitment, appraisals, training, sickness/disciplinary matters and work allocation.
  • Communicate status and priorities of category work plans to procurement staff and stakeholders.
  • Produce and manage the annual procurement work plan and monitor national targets and objectives.
  • Identify and deliver savings through procurement initiatives, cash‑releasing opportunities and commercial proposals.
  • Maintain accurate catalogues, contracts database and e‑sourcing systems, and develop SOPs and tender templates.
  • Develop and promote effective working relationships with clients, maintaining regular stakeholder meetings.
  • Provide monthly updates on key performance indicators to leadership.
Qualifications
