Rise10 Recruitment are partnering with a leading fuel and energy organisation to appoint an experienced Procurement Manager. This is a key strategic role for a business undergoing significant growth, offering the chance to build and shape a high-performing procurement function from the ground up.

As Procurement Manager, you will lead a dedicated procurement team and take ownership of strategic sourcing, supplier management, and end-to-end procurement operations.

You will ensure a secure, cost-effective, and sustainable fuel supply for a nationwide operation, while embedding best-practice processes and strong governance frameworks.

This position is ideal for a proactive, commercially driven leader with a passion for operational excellence and long-term value creation.

Strategic Procurement Leadership
  • Develop and deliver a procurement strategy aligned with business and market conditions
  • Lead high-value contract negotiations with fuel suppliers, logistics partners, and service providers
  • Monitor domestic and international fuel markets to identify risks, cost‑saving opportunities, and trends
  • Manage optimal fuel inventory levels and supplier credit limits
Supplier & Contract Management
  • Build strong supplier relationships to drive performance and innovation
  • Oversee the full contract lifecycle, including tenders, renewals, SLAs, and performance management
  • Implement structured procurement frameworks such as rate cards, approved supplier lists, and category management
Operational Excellence
  • Develop and own procurement policies, guidelines, and governance
  • Work closely with commercial, finance, logistics, and operational teams
  • Introduce digital procurement tools, KPIs, and reporting frameworks
  • Lead indirect procurement across the organisation
Risk & Compliance
  • Ensure compliance with UK legislation and environmental standards
  • Maintain contingency plans for supply disruptions and volatile markets
  • Uphold internal and external procurement governance
Team Leadership
  • Lead, mentor, and develop a skilled procurement team
  • Foster a culture of accountability, performance, and continuous improvement
About You
  • Proven experience leading procurement or supply chain teams.
  • CIPS qualification

  • Experience in the fuel, logistics, renewable energy, oil & gas, pharmaceutical, or chemical sectors is highly desirable.
  • Expertise in liquid commodities and operating within regulated environments.
  • Hands‑on procurement experience with a strong commercial mindset.
  • Demonstrated negotiation skills and commercial acumen.
  • Knowledge of UK regulatory frameworks.
  • Exceptional stakeholder management and board‑level communication skills.
  • Strong analytical skills and proficiency in Microsoft Office applications.
