Planning and Development Manager

Location: Oxfordshire, Wallingford

Penguin Recruitment is delighted to be supporting a leading company in their search for a Planning and Development Manager to join their dynamic Estates team. This is an exciting opportunity to deliver a diverse range of projects across the waste, minerals, renewable energy, and sustainability sectors, helping to shape the future of the estate while driving long-term commercial success.

The Role
  • Identify development opportunities and manage early-stage projects.
  • Secure planning consents and statutory approvals.
  • Lead planning and regulatory submissions, including planning applications and EIAs.
  • Manage external consultants and collaborate with internal teams.
  • Provide expert planning advice to support informed decision‑making.
  • Negotiate and oversee legal agreements (e.g. S106, S278, S38).
  • Monitor and engage with local development plans to protect and promote company interests.
  • Support operational divisions through the discharge of planning conditions.
  • Represent the business at liaison groups and contribute to Public Affairs activities.
What We're Looking For
  • Minimum 2 years' experience in a planning or development role.
  • Degree accredited by the RTPI and/or RICS, with membership or working towards chartership.
  • Strong knowledge of planning processes, including EIAs and appeals.
  • A genuine interest in waste, recycling, minerals, or sustainability sectors.
  • Excellent communication skills – written, verbal, and presentation.
  • Commercial awareness and ability to interpret financial models.
  • Experience managing multi‑disciplinary teams.
  • Proficiency with MS Office, with knowledge of AutoCAD or other planning tools an advantage.
  • Full UK driving licence.
