Job summary

A local government organization in Birmingham is seeking a Personal Advisor for its 18+ Care Leavers Service. The role involves providing statutory support to young people aged 18–25 who are care leavers, ensuring they receive the necessary guidance and resources for a successful transition into adulthood. Responsibilities include managing a caseload, advocating for their rights, and collaborating with various partner agencies. Candidates should have substantial experience working with vulnerable young people and a strong understanding of relevant legislation.

Responsibilities

Job Title: Personal Advisor – 18+ Care Leavers Service

Grade: GR4

Reports to: Team Manager

Organisation: Birmingham Children’s Trust

Job Purpose

To provide statutory support to young people aged 18–25 who are care leavers, helping them transition successfully into adulthood. This includes case-holding responsibility, pathway planning, advocacy, and coordinating multi-agency support so young people achieve independence, stability, and positive outcomes.

Key Responsibilities
  • Manage a caseload of care leavers, acting as their main point of contact and trusted advisor
  • Complete, review, and update Pathway Plans in line with legislation and local procedures
  • Support young people with housing, education, employment, training, benefits, health, and life skills
  • Build positive, professional relationships with young people, including those who may be hard to engage
  • Advocate for young people to ensure they receive their full legal entitlements
  • Work closely with partner agencies (housing, DWP, health, education, probation, voluntary sector)
  • Maintain accurate and timely case records using electronic systems
  • Participate in duty/referral work and contribute to service development
  • Promote anti-discriminatory and anti-oppressive practice in all aspects of work
  • Work flexibly to meet service and young people’s needs
Skills, Experience and Knowledge
  • Substantial experience working with young people, particularly those who are vulnerable or care experienced
  • Experience of holding a caseload and working to agreed outcomes under supervision
  • Good understanding of leaving care legislation, safeguarding, and young people’s entitlements
  • Ability to support young people with budgeting, independence skills, and decision‑making
  • Strong communication skills, both written and verbal
  • Ability to work effectively under pressure and manage competing prioritiesConfident working collaboratively with families, carers, professionals, and partner agencies
  • Commitment to equality, safeguarding, and promoting positive outcomes for care leavers
Other Requirements
  • Willingness to undertake relevant training (including up to NVQ Level 3)
  • Enhanced DBS check required
  • Flexibility to work outside standard hours when needed
