Reports to: People Operations Manager
Role Summary: This position sits in People Operations within the People team. The People Operations team is responsible for all operational people activities within LCCC, our primary responsibility is to ensure smooth and efficient processes across the employee lifecycle that contribute to a positive employee experience and organisational effectiveness.
The People Systems Project Manager will co‑ordinate and deliver the selection and procurement process relating to our HRIS and payroll solutions. This role will lead on any design and implementation activities that follow.
A key aspect of this role will be acting as the primary point of contact for stakeholders and ensuring that user requirements are clearly represented throughout the project lifecycle. This includes facilitating collaboration, managing timelines, and supporting decision‑making to ensure the solution meets business needs.
This role will work closely with all members of the people operations teams, and in particular the People Process & Systems Specialist.
Key Responsibilities
- Lead the end‑to‑end project delivery for any new HRIS system and payroll system/provider, from initial scoping through to go‑live and post‑implementation review.
- Coordinate input from key stakeholders across People, Finance, IT, across the business and external vendors.
- Accurately capture and represent user requirements and business needs, ensuring that what’s important to users is clearly communicated and aligned with what is feasible within the scope of the project.
- At the same time, evaluate existing systems and tools used across the People Team to identify opportunities for optimisation, integration, or consolidation as part of the overall solution selection and design (for example; possible integration with Pinpoint (ATS), benefits platform etc).
- Manage project documentation, timelines, risks, and dependencies.
- Work closely with the procurement team to support procurement activities including vendor evaluation, selection, and contracting.
- Ensure effective communication and engagement throughout the project, including updates to management, people operations and involved teams. And, to the wider employee population as appropriate in conjunction with our internal communications team.
- Facilitate testing, training, and change management activities to support a smooth transition.
- Monitor progress against milestones and escalate issues where needed to ensure delivery remains on track.
Skills Knowledge and Expertise
Essential
- Proven experience within an analytical role within a people team, or related business function.
- Strong understanding of HR systems (e.g. HRIS, payroll platforms) and the employee lifecycle.
- Demonstrated ability to capture and translate user requirements (particularly from people, finance, and IT teams, and employee groups) into actionable development tasks.
- Excellent stakeholder engagement and communication skills, with the ability to collaborate across functions, internally and externally.
- Ability to lead cross‑functional collaboration without direct line management responsibilities.
- Exposure to system integrations such as Talent, L&D, Benefits Management, Payroll.
Desirable
- Experience in implementing , updating or upgrading HRIS and payroll systems.
- Familiarity with tools such as Jira, Confluence, or similar product management platforms.
- Understanding of data privacy and compliance considerations in people and payroll technology.
- Exposure to change management and business transformation projects from a people team perspective.
- Knowledge of service design or user experience principles in the context of employee‑facing systems.
- Understanding and appreciation of challenges of working in a scaling organisation.
- Experience of working within crown commercial services procurement framework.
