Job Description

Turner & Townsend is looking for an experienced Chartered Civil Engineer to join our Scotland-based team. The Operations Engineer is a pivotal role within Turner & Townsend's Scotland team, supporting the delivery of the Performance Audit Group Scotland contract for Transport Scotland. As a skilled Chartered Civil Engineer, you will review, investigate, and analyse technical, contractual, and commercial issues arising from Supplier contracts. Your responsibilities include auditing and assessing contract performance, identifying opportunities for improvement, and ensuring value for money for the Employer. Collaborating closely with the service delivery team and engaging with Suppliers, you will provide thorough insights and actionable recommendations to drive excellence in network management.

Performance Audit Group

The Performance Audit Group (PAG) Contract, initiated by Transport Scotland, ensures the Scottish Trunk Road Network is managed and maintained to the highest standards. PAG provides independent oversight of contracts, including Design-Build-Finance-Operate (DBFO) agreements, to guarantee value for money and adherence to technical and commercial requirements. By driving improvements across the network, PAG plays a pivotal role in supporting Scotland’s connectivity and economic growth.

Joining the Performance Audit Group team offers professionals a unique opportunity to contribute to a high-profile contract that directly impacts the quality and reliability of Scotland's Trunk Road Network. As part of a multidisciplinary team, you'll engage with complex projects, collaborate with key stakeholders, and drive improvements in national infrastructure. Key Responsibilities
  • Investigate, analyse, and report on technical compliance with Supplier contracts.
  • Evaluate Supplier-submitted work programs, assessing value for money and alignment with Employer expectations.
  • Analyse proposed technical solutions, considering alternatives, best practices, and cost-effectiveness.
  • Collaborate with the service delivery team to ensure cohesive analysis and reporting to the Employer.
  • Stay fully conversant with and understand all relevant Supplier contracts.
Role Requirements
Essential
  • Chartered Civil Engineer or equivalent professional qualification.
  • Significant experience in auditing, monitoring, and analysing technical, contractual, and commercial issues related to road network construction, management, and maintenance.
  • Extensive experience in highway maintenance, with a strong understanding of maintenance operations and procedures.
  • In-depth knowledge of road network maintenance and relevant contractual frameworks.
  • Moderate experience in operational and maintenance processes for road networks.
Desirable
  • Familiarity with Transport Scotland standards and regulations.
  • Experience with asset management systems.
Education and Experience
  • A degree in Civil Engineering or a related discipline.
  • Extensive experience managing large-scale infrastructure projects and dealing with complex contractual matters.
  • Proven expertise in analysing performance and optimising road network operations.
