Temporary Accommodation Income Manager

Permanent

Grade D - £45,091 – £53,460

Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

As part of the Income & Debt Collection Project (a workstream within the Finance Improvement & Recovery Programme, which is sponsored by the S151 Officer) a review was undertaken in order to identify areas for improvement in income collection and debt recovery across Temporary Accommodation and to recommend a sustainable approach to income and debt collection that supports citizens in Temporary Accommodation and helps them to prevent debts building up, and therefore, limiting the overall debt to the council going forward.

The outcome of this review was an agreement with Housing and Finance leadership to move the income collection and escalation process for Temporary Accommodation to be moved to sit under the Rent Service.

Working directly with the Temporary Accommodation Operations Manager, the Temporary Accommodation Income Manager will be integral to the transfer of the existing staff into the rent service and central to embedding consistent income recovery practices for improved outcomes for both customers and the council.

The Temporary Accommodation Income Manager will lead the team to ensure General Fund income collection is maximised in accordance with appropriate legislation, policy, procedures and service standards.

Key Responsibilities
  • Developing and monitoring team workplans
  • Managing service teams to deliver optimum performance in the delivery of income related services.
  • Preparing and presenting statistical information and written reports on the performance for the service team for performance review and governance.
  • Promoting financial and digital inclusion and benefit take up, to maximise income within the General Fund and wider Council.
  • Contributing to the development of policies within the Temporary Accommodation Income Team and wider Division.
  • Responding to service enquiries from stakeholders such as customers, MPs and Councillors in accordance with published service standards.
  • Managing and supervising employee relations issues within the service, including staff recruitment and selection, management of attendance, staff development, investigations, disciplinary matters and welfare counselling.
  • Responding to audits in a timely manner and implementing recommendations to ensure strict adherence with policies and procedures.
  • Reviewing, recommending or approving for authorisation in accordance with Financial Regulations “writeoffs” for General Fund debts.

This opportunity is ideal for managers with experience in income collection with a strong understanding of debt recovery processes, stakeholder engagement, and performance management is essential. Experience in Temporary Accommodation would be an advantage but not essential.
