A public sector organization in Peterborough is seeking a Construction Procurement Manager for a temporary full-time position. The role involves managing tender processes for several procurement projects, with a focus on hands-on operations. The ideal candidate must have CIPS and TPP qualifications, along with experience in the public sector and a solid understanding of the construction industry. Harlow is a council with over 9,000 council homes and has a very ambitious programme to invest in its stock. This year we expect to spend an estimated £70m on our capital programme and we are looking for construction procurement professionals to help us get our supply chain in place.
The construction procurement managers will be embedded in the property team, but will work closely with the central procurement function.
They will manage the production of tender documents, oversee the tender process and write the approval reports taking the project to contract execution.
Harlow District Council has many procurement projects, from low value to large scale projects (above and below PA23 thresholds) that are released via an open, restricted or framework call‑off tender. The construction procurement managers will work with the HOPS Procurement Lead, Head of Pre‑Construction and the Head of Commercial to formulate the pipeline programme and devise an appropriate contract strategy and route to market.
These roles will be responsible for taking the projects through the procurement process and into contract.
To be successful in this role you must be an experienced and qualified procurement professional who has CIPS and TPP qualifications, previous experience of working within the public sector, ideally in local government. A knowledge of the construction industry would be highly advantageous. This role requires a "hands on" operational approach rather than a strategic lead. Candidates must be able to travel to the site on a regular basis and be available to start on short notice.
