Overview

Harlow District Council is recruiting a temporary Construction Procurement Manager for an interim 12-month role based in Harlow, with a site presence of two days per week.

Responsibilities
  • Prepare tender documents and manage the tender process for construction projects across the council’s capital programme.
  • Draft approval reports and guide projects from procurement through to contract execution.
  • Collaborate with the HOPS Procurement Lead, Head of Pre‑Construction and Head of Commercial to formulate the procurement pipeline and develop contract strategies.
  • Oversee both low‑value and large‑scale projects, ensuring compliance with public sector procurement thresholds.
Qualifications
  • Qualified procurement professional with CIPS and TPP certifications.
  • Previous experience working within public sector procurement, preferably in local government.
  • Knowledge of the construction industry and a hands‑on operational approach to procurement.
  • Willingness to travel to site on a regular basis and available to start on short notice.
