Compliance Manager
White Energy – Hereford, TX or Plainview, TX

POSITION SUMMARY

The Compliance Manager is responsible for overseeing and coordinating all activities related to 45Z and 45Q tax credit compliance across both the Hereford (HF) and Plainview (PV) plant locations. This role ensures accurate data management, contractor and employee compliance, and effective reporting to support monetization of federal tax credits. The Compliance Manager will serve as a central liaison between contractors, internal teams, external auditors, and corporate leadership.

RESPONSIBILITIES
  • Collaborate with Baker Tilly and the LCP Tracker team to input and manage contractor payroll data for compliance tracking.
  • Maintain and update prevailing wage data using Department of Labor resources to ensure wage targets are accurate and current.
  • Coordinate training and data collection efforts with all contractors and subcontractors to ensure full understanding and compliance with 45Z and 45Q program requirements.
  • Monitor internal workforce activities to ensure compliance with 45Z and 45Q standards across relevant workstreams.
  • Act as the primary liaison between contractors, plant management, and corporate headquarters to facilitate timely and accurate reporting for tax credit and direct pay eligibility.
  • Audit and verify that work performed in the Llumin system aligns with hours claimed by contractors and employees.
  • Manage all workstreams within the ISN network, ensuring contractor compliance and documentation.
  • Conduct internal audits to assess and maintain 45Z/45Q compliance across both plant locations.
  • Collaborate with external auditors to verify eligibility and monetization of tax credits and direct pay.

PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

Time will be spent in a temperature-controlled office-based environment. Must be able to speak and listen clearly. Fine visual acuity to read for accuracy. Travel to local contractor offices, and between Hereford, TX and Plainview, TX site locations.

PHYSICAL STRENGTH: This job may require lifting of up to 50 pounds occasionally.
