A local governance consultancy in Dorchester is seeking a skilled Business Analyst to support project management and critical analysis within the Community Partnerships Transformation Programme. The role involves managing projects related to community service delivery and engaging with various stakeholders. Overview

This role supports the development, management and successful delivery of critical analysis and project management of key projects within Dorset Council's Community Partnerships Transformation Programme. Projects are defined according to customer need and strategic objectives and planning reflects Dorset Council's digital service design approach. The role involves delivering policy and business analysis, including report drafting for engagement findings, financial analysis of service devolution and mapping of current service delivery. It includes managing and mitigating risks and escalating to governance channels such as Programme Board or SLT. The role also requires monitoring progress and providing evidence of achievement against project objectives.

NB: The duties and responsibilities are not restrictive, and the post holder may be required to undertake other duties. This will not substantially change the nature of the post.

Responsibilities
  • Deliver projects relating to Double Devolution to Town and Parish Councils and financial provision to Dorset's Voluntary and Community Sector, including leading much analysis and activity.
  • Lead on all business case development and bid development for large and high-risk projects.
  • Lead on project and contract management throughout the project life cycle using appropriate processes and tools.
  • Lead on evaluating options and establishing project design as projects move from development to delivery.
  • Represent the Council and/or the Council's Transformation Office at events with key stakeholders including Community Partners.
  • Keep up to date with current policy, practice, legislation and horizon scan for digital and technological change; analyse how these can benefit Dorset.
  • Ensure effective control of allocated project and/or service budgets and deliver high-class services, often to challenging deadlines.
  • Build and manage effective working relationships with internal and external stakeholders and partners.
  • Coordinate other in-house and external technical colleagues in the delivery of allocated projects and/or services, from inception to completion.
  • Undertake technical activities in planning, programming and production of projects or services, meeting agreed priorities and deadlines.
  • Input to financial and administration systems, ensuring accurate data for each allocated project, activity or task.
  • Where directed, lead on public consultation, maintaining good relations with staff and the public and dealing effectively with outcomes where relevant.
  • Lead meetings with Councillors, businesses and residents on work-related issues, dealing effectively with outcomes.
Qualifications and Experience
  • Previous Business Analyst experience and some Project Management knowledge.
  • Local government experience.
  • An understanding of best practice in delivering projects, including formal frameworks and methodologies such as PRINCE2, MSP and Agile PM.
  • An awareness of the government's modernisation and transformation agendas and policy strands in digital and adoption of technologies.
  • Experience of motivating and developing relationships with stakeholders and within project teams to achieve objectives.
  • To deliver projects relating to Double Devolution to Town and Parish Councils, and Financial provision to Dorset's Voluntary and Community Sector: leading much analysis and activity.
Working Arrangements

37 Hours a week

HYBRID - Must be able to travel to sites across Dorchester.
