Job Summary

We're looking for an experienced Finance professional to join our team on a maternity cover basis. This is an opportunity to play a key role in delivering major capital projects across the Broadland and South Norfolk district areas. As part of our Finance team, you will work closely with the Finance Manager to provide expert capital accounting services and lead on preparing both Councils' capital budgets, financing plans and strategies. You'll also take ownership of asst entries in the financial accounts and ensure compliance with all relevant regulations.

Responsibilities
  • Leading the development and preparation of Capital Strategies and the 5-year capital programme.
  • Providing expert advice, financial modelling, and budget monitoring to stakeholders.
  • Managing year-end capital and asset entries in the financial statements.
  • Maintaining accurate records for monies held on behalf of other bodies (e.g., Section 106 agreements).
  • Supporting services in building robust business cases for major investment projects.
  • Advising Officers and Members on capital proposals and sitting on project boards as the Capital Finance lead.
About You

As either fully or part qualified CCAB, you will ideally have experience in capital financing and monitoring processes and accounting for assets as well as providing advice to non-financial managers. With excellent problem-solving skills for significantly complex technical activities, you will assume responsibility for your own work and be able to work under broad direction. Good communication and presentation skills are also essential, as you may be required to occasionally present to stakeholders such as corporate managers, members, Committee/Panels or other key external bodies.
