Job description

An exciting opportunity has arisen within the ITS Capability & Talent Team for a Capability & Talent Development Manager. In this role, your primary responsibility will be to harness data from all areas of capability and talent within the IT directorate including internal training, apprenticeships, development programmes, school and college engagement, and career frameworks to generate actionable insights and robust reporting. You will leverage advanced tools such as Power Automate, Power BI, SharePoint, and DAX to collect, analyze, and visualize complex datasets. Your work will directly inform decision-making and drive continuous improvement across the directorate. A key aspect of your role will be the development and implementation of skills assessment tools, enabling the organization to identify skills gaps and measure progress effectively. Collaboration with internal and external stakeholders will be essential, as you source solutions and support the development of capability across ITS. You will take ownership of your projects, while also providing support and cover across the team as needed. Our aim is to foster a progressive, data-driven environment where team members are empowered to reach their full potential and deliver exemplary service to colleagues across ITS and beyond. We are a dedicated team of motivated, trustworthy, and supportive individuals who take pride in our work and its impact.

Responsibilities
  • Building and sustaining effective communications across ITS capability areas, with internal and external suppliers and stakeholders.
  • Taking responsibility for apprenticeship and development programmes working with senior managers, capability leads, mentors and managers to review and plan student integration to ITS, ensuring the relevant learning and support mechanisms are available.
  • Working closely with DVLA Commercial to monitor the effectiveness of learning both from a student and learning provider perspective (contractual obligations) via structured checkpoint meetings with stakeholders, capturing accurate records of discussions and outcomes.
  • Providing reporting on various Learning and Development activities from across the IT directorate, using MS Excel and Office 365.
  • Participating in Coaching and Mentoring schemes within the IT directorate.
  • Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills they need. We aim to empower line managers to create teams where people can flourish and deliver excellent outcomes for the public.

If you do not already hold a CIPD qualification, you will have the opportunity to achieve this once in post, should you wish to further your professional development.
