Responsibilities
- Support services in developing FIP/savings plans, working with service managers, budget holders and clinicians on income and expenditure; maintain monitoring systems for delivery tracking.
- With the Head of Finance, develop a focus on service line/divisional profitability and ROI, creating short‑ and medium‑term financial and savings plans aligned with strategic plans.
- Lead financial and economic analysis for business cases, ensuring costs, benefits, income and expenditure are fully understood and disclosed.
- Carry out post‑implementation reviews of approved business cases to assess delivered benefits and variance between expected and actual results.
- Assist in the production of external service agreements and contracts in line with trust policies and support development of new service plans.
- Analyse relationships between patient activity data, other KPIs and financial performance of areas to anticipate trends, identify weaknesses in budgetary control and assess implications for corporate support services and funding streams.
- Provide financial support for strategic projects or service developments within the division.
- Lead the annual budgetary cycle for specified service lines, using specialist knowledge and expertise.
- Challenge operational managers and clinicians on budget assumptions and assess risk and mitigation strategies with budget holders.
- Act as key customer of the management reporting team, ensuring coordination, review, integrity and timeliness of monthly financial reporting for specified service lines.
- Oversee day‑to‑day administration for service line budgetary control systems, ensuring accurate and timely financial information is available to control costs within responsibility areas and fulfil standing financial instructions.
- Support all commercial propositions at divisional level and oversee financial management on key contracts within the division.
- Maintain adherence to all Trust financial control procedures, including standing orders and standing financial instructions.
- Indirectly lead a team of finance staff, participate in recruitment and support personal and technical development, establish best practice and contribute to appraisal.
- Provide formal financial training budget holders and clinicians, ensuring adequate training within specific service lines.
Person Specification
- Essential Experience – Post qualification analytical financial management experience; experience of managing teams and leading management accounting teams; experience of budget setting in large, highly complex organisations; experience of producing financial monitoring reports for senior management; knowledge of financial systems.
- Education & Qualifications – Professional qualification in accountancy (CIMA, ACA, CIPFA, ACCA); evidence of maintaining and developing technical accounting expertise and staying up to date with current accounting rules since qualification.
- Key Skills and Aptitudes – Leadership and influencing skills; strong analytical and problem‑solving abilities; excellent verbal and written communication; ability to manage time, meet deadlines and prioritise; proficiency with systems (Excel, PowerPoint, Word); organisational skills and ability to prioritise; flexibility and ability to manage workload for delivery of regular commitments and Trust‑wide initiatives; ability to influence others and present coherent cases for desired outcomes; record of improving processes and reporting.
