Job description
Overview

The Associate Manager of the SME F&D Grants Unit is responsible for the implementation of Technical Co-operation, Guarantees and Co-Investment grants mobilised for the SME Finance & Development Business Group (SME F&D). The role oversees facilities, programmes and products deployed by SME F&D, including complex blended finance and advisory programmes. The Associate Manager contributes to fundraising, ensures the integrity and consistency of implementation and reporting, and helps capture lessons learned. The Associate Manager reports to the Associate Director/Principal Manager and supports SME F&D senior managers as required. The role may manage analysts and/or senior officers, providing guidance, supervision, and issue resolution. The Associate Manager collaborates with SME F&D management, staff, donors, consultants and other teams (such as Donors Partnerships, FI, ICA, OGC, etc.), the Bank"s support units, and other stakeholders to mobilise, deploy, manage, report on, and maximize the impact of grants in SME F&D operations.

  1. Support the donor fundraising process and grants management within the SME F&D Grants Unit"s mandate.
  2. Contribute to concept papers, fiches, communications, presentations, and other fund-raising documents; attend and contribute in donor meetings.
  3. Lead or support Grant Review processes, including umbrella approvals.
  4. Prepare TCRS or contribute to aggregated result reporting.
  5. Prepare bespoke donor progress updates and reports and provide information for presentation to donors at Steering and Monitoring Committee Meetings.
  6. Support procurement of consultants needed to implement the SME F&D programmes.
  7. Monitor deployment of programmes, particularly regarding availability of TC and Non-TC funds.
  8. Lead and develop improved internal monitoring and management systems, including KPI implementation across instruments, in line with Project Monarch developments.
  9. Respond to queries related to Programmes as far as donor funding is concerned.
  10. Comment on investment documentation related to the Programmes.
  11. Manage donors’ evaluation and audit processes of Programmes.
  12. Oversee development of products and contribute to their structuring: participate in the origination, design, and development of donor-funded programmes supporting the Small Business Initiative.
  13. Provide guidance to the entire SME F&D on TC and Non-TC (guarantees & incentives), and oversee the preparation and good implementation of programmes and projects.
  14. Troubleshoot issues or escalate to Management.
Qualifications and Experience
  • Relevant and substantive experience in an international financial institution or donor organisation, on grant fundraising, product structuring, implementation, and monitoring.
  • Expertise and/or experience in the financial sector, working with banks and/or non-bank financial institutions, or in financial sector infrastructure, or legal and regulatory frameworks.
  • Good undergraduate degree at minimum from a leading university; Master’s degree in business administration, project management, and international development is preferred.
  • Excellent written (report drafting, correspondence) and verbal communication skills in English; additional working proficiency in a language of EBRD Countries of Operations is advantageous.
  • Excellent interpersonal (especially collaborative) skills.
  • Advanced Excel and PowerPoint skills; strong familiarity with SAP and Tableau.
  • Ability to handle complex matters and find pragmatic solutions.
  • Proven strong analytical skills, including ability to interpret data.
  • Strong computer literacy and attention to detail, with good project and time management and workload prioritisation.
  • Experience overseeing, supporting, and ensuring quality of work of Analysts and Senior Officers.
