Job description

Job Role: Accountant (SPPG)

The postholder will assist the Senior/Head Accountant in providing a key contribution to the efficient delivery of the full range of financial functions within the service.

The Strategic Planning and Performance Group (SPPG) arranges or ‘commissions’ health and social care services for the population of Northern Ireland.

Accountable to the Health Minister, the SPPG plans and designs a range of health and social care services that deliver high quality and safe outcomes for patients and service users, are good value for the taxpayer, and comply with statutory duties.

Staff who work for the SPPG are directed by the Department of Health. Employment contracts are hosted by the Business Services Organisation reflecting employment within Health and Social Care NI.

Location: – Belfast

Hours of Work: – 37.5 Hours (Mon- Fri)

Salary: £23.60 per hour

  • Assisting in providing a key contribution to the efficient, effective and economic use of the financial allocations for commissioning of health and social care to ensure the best possible use of the budget allocated for health and social care;
  • Assisting in providing a key contribution to the development of local policy for the SPPG financial strategy and financial planning in the short, medium and long term;
  • Assisting in providing a key contribution to the significant aspects of the development of local approaches to changing Local/National Policy as it relates to financial issues. This will include working with Department of Health (DoH) colleagues and also across Health and Social Care (HSC);
  • Assisting in the provision of the financial systems to facilitate efficient and effective financial management of the SPPG’s resources;A
  • Assisting in providing key contribution to the delivery of the financial performance management functions of the SPPG;
  • Providing information to assist in the management of the performance of organisations within the HSC, in respect of strategic programmes and to develop appropriate benchmarks to enhance performance standards across Health and Social Care environment;
  • Ensuring effective delivery of projects to agreed timescales, quality standards and service benefits realisation;
  • Contribution to financial performance discussions, providing challenges to ensure that actions are being taken to deliver the planned financial position.
ESSENTIAL CRITERIA
  • Full membership of one of the 5 CCAB recognised professional accounting bodies or membership of CIMA;
  • 3 years’ experience in a Finance Department to include 2 years supervisory/staff management experience;
  • Evidence of a commitment to continuous professional development;
  • Full membership of one of the 5 CCAB recognised professional accounting bodies or membership of CIMA;
  • AND;
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post;
