Regulatory Transformation (RT) is part of the Capital Markets Office of the Chief Operating Officer (OCOO). RT leads regulatory change to support CM business growth, client needs, winning strategy and value creation. This includes sponsoring and managing the central portfolio view of emerging Capital Markets regulatory requirements, leading the advance preparation of emerging regulatory requirements and leading business impact analysis through to the end-state target control environment.

As a Vice President on the RT team, you will drive regulatory advocacy and interpretation of new regulatory requirements, and contribute to target operating model development, risk-based solutioning, implementation, and transition to the target state.

Responsibilities and Duties
  • Contribute to identifying in-scope emerging regulatory changes applicable to BMO CM. Streamline management reporting to provide a comprehensive summary of RT’s North American change portfolio
  • Lead business impact and gap analysis between current operating models and new regulatory requirements
  • Identify and facilitate detailed client and Front Office processes’ impacts: client flows and outreach requirements, FO communications, FO product, trade surveillance and business conduct
  • Collaborate with various stakeholders to drive regulatory advocacy and thought leadership efforts on a cross-jurisdictional basis
  • Lead interpretation working groups to drive consensus of new regulatory requirements
  • Drive the creation of Capital Markets Regulatory Target Operating Model including core business and technology capabilities, roles and responsibilities, operating capacities and how the operating groups strategically organize to achieve compliance in line with business priorities
  • Drive digital and data regulatory solutions and interpretation with a focus on automated controls, data quality and eliminating manual and inconsistent processes around regulatory workflows, and internal business processes
  • Provide leadership, training, coaching, and guidance to team members and impacted stakeholders
  • Develop and deliver impactful communications and presentations to cross-functional team members and stakeholders (business and IT), regulators, and senior management committees
Qualifications and Skills

The ideal candidate will be a self-starter, industrious, pragmatic-yet strategic, and able to achieve results with indirect authority. He/she should be comfortable working with team members & across the globe. The candidate will be a strong team player capable of building strong relationships. He/she should have superior communication skills, both verbal and written, and excel in their ability to explain complex business and/or technical concepts to stakeholders across a wide spectrum of business areas.

Core Requirements
  • A university degree (preferably in law, though will consider engineering, finance, business management, or similar)
  • 4+ years’ demonstrated work experience within a Legal, Investment Banking, Asset Management or Fintech environment
  • Strong understanding of global securities and derivatives regulatory frameworks including, for example, CFTC, SEC, CSA, and EU.
  • A strong knowledge of Capital Markets financial instruments, including, but not limited to derivative products to cash products
  • Understanding of the financial product lifecycle: origination, primary market, secondary market and the associated business activities such as settlement, risk management, operations & accounting
  • Understanding of market, credit, and operational risk frameworks
  • Strong understanding of electronic trading platforms and ecosystem: algorithmic trading, market making, high-frequency trading.
  • Demonstrated experience/knowledge of regulatory obligations for electronic trading: pre-trade transparency, best interest, best execution, post-trade transparency
Soft Skills
  • Strong analytical and critical thinking skills to assess information, evaluate risks, and make informed judgments. Can approach problems from multiple perspectives and demonstrate sound reasoning.
  • Excellent oral and written communication skills; including the ability to understand and effectively communicate relevant industry regulations, impacts and implementation solutions to the business
  • Ability to clearly synthesize and communicate complex problems, concepts and regulatory risk solutions to individuals at all levels of the business
  • Flexibility to quickly react to changing demands, ability to prioritize and work well under pressure
  • Willingness to ask questions, challenge the process and seek out answers
  • Ability to work independently, multi-task, take ownership and drive strategy
  • A high level of professionalism, ethics and integrity
Nice to Have
  • Project management certifications and / or equivalent experience
  • CSC, FINRA Series 7 or similar qualifications

The salary range for this role is $110,000 up to $125,000 CAD (subject to negotiation and subject to the candidate meeting the specific skills, experience, education, and qualification requirements)

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.

BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
