Compensation Level: $44.29 through to $59.05

The Brantford Police Service is currently accepting applications for a Senior Project Manager – Strategic Planning for a 6-month casual contract.

Purpose of Position

Under the direction of the Chief of Police (or designate), the Senior Project Manager is responsible for leading the research, development, and delivery of the Police Service’s multi‑year Strategic Plan. This includes managing the project lifecycle, coordinating stakeholder engagement, synthesizing research, and ensuring compliance with legislative and accreditation standards.

Summary of Duties and Responsibilities
  • Lead the end‑to‑end project management of the Strategic Plan, including charter, scope, schedule, budget, risk management, and reporting.
  • Design and execute a comprehensive research program, including environmental scans, data analysis (CAD, RMS/Niche), and synthesis of internal and external trends.
  • Plan and facilitate stakeholder and community engagement, ensuring inclusive and trauma‑informed approaches.
  • Draft and refine the Strategic Plan, aligning with organizational vision, mission, values, and strategic objectives.
  • Develop performance measurement frameworks, KPIs, and reporting dashboards.
  • Ensure compliance with the Community Safety and Policing Act (CSPA).
  • Collaborate with Finance on budget modeling and grant applications related to strategic priorities.
  • Maintain a risk register and develop mitigation strategies.
  • Prepare Board reports, briefing notes, and public communications in partnership with Corporate Communications.
  • Produce an implementation roadmap, including change management and training plans.
  • Perform other related duties as assigned to meet organizational objectives.
Knowledge

In-depth understanding of Ontario policing governance, including the Community Safety and Policing Act and Police Service Board processes. Strong understanding of strategic planning practices, community safety frameworks, performance management, and public sector budgeting.

Skills

Expert project management (program setup, governance, schedule, risk, issue and change control). Advanced research and analysis, including quantitative and qualitative methods. Exceptional written and verbal communication skills. Proficiency with Microsoft 365 (Word, Excel, PowerPoint), analytics/BI tools (e.g., Power BI), and police information systems (CAD, RMS/Niche).

Abilities

Ability to exercise sound judgment and make evidence‑based decisions under time constraints. Ability to lead and influence across functions and ranks; build consensus among diverse stakeholders. Ability to design and run inclusive engagement, including evenings/weekends as needed. Ability to manage multiple workstreams to meet strict deadlines; maintain confidentiality with sensitive materials.

Minimum Qualifications

Demonstrated experience with KPI frameworks, evaluation, and accreditation/compliance.

Working Conditions

Primarily office‑based with frequent meetings; periodic off‑site/community sessions. Occasional evening/weekend work for consultations and Board/City meetings. Handles confidential information; subject to background checks appropriate to a police service environment. This is a contract position, outside of the Brantford Police Officers’ Association and the Senior Officers’ Association.

Performance Measures

On‑time delivery of key milestones (charter, environmental scan, engagement summaries, draft/final plan, Board approval). Quality of analysis and clarity of strategy (independent peer/executive review). Implementation readiness (defined KPIs, owners, timelines, resourcing and risk mitigations). Compliance and alignment with CSPA and accreditation standards.
