Reporting to the Manager, Employee Health & Wellness, this position provides expert guidance and consultation to City divisions and employees on proactive disability management and occupational health strategies. The role is responsible for delivering specialized programs and services that promote employee well‑being and reduce the impact of illness and injury, while ensuring compliance with legislative requirements.

Major Responsibilities:

  • Provides professional expert consultation, interpretation and direction regarding proactive disability management and occupational health services
  • Provides consultation and guidance including compliance with legislation as well as collective agreements, City policies, programs and processes
  • Mentors/coaches health consultants and program support staff in managing client files including developing recommendations, ensuring high standards of work quality and service delivery
  • Liaises with management to provide information and expertise to enable them to effectively meet their occupational health, wellness and disability management due diligence obligations.
  • Coordinates EAP services (including critical incident response, assessment and referral services) between client divisions, P&E partners and the external EAP provider for specialized assistance such as debriefing and trauma counselling
  • Triages and manages the assignment of new client referrals through the Central Intake process
  • Manages a high-volume case load providing proactive disability and occupational health services to employees and client divisions
  • Assesses and reports on emerging trends and legislative changes in occupational health, wellness and disability management and initiates actions to address these changes/initiatives
  • Provides leadership in the development and implementation of occupational health programs and procedures that are specific to EH&W
  • Identifies and analyzes occupational health, wellness and disability management training needs and, through leadership and consultation develops, designs and delivers training programs to meet with legislation; corporate policies, and programs and organizational needs
  • Develops tools and resources to enable the organization to effectively manage employee with health issues
  • Initiates, builds and maintains relationships with internal and external partners to develop, facilitate and promote occupational health, wellness and proactive disability management services
  • Management of historical EAP files (electronic and paper), including retention, destruction and coordination of Freedom of Information requests

Key Qualifications:

  • Post-secondary degree or diploma in a health specialty or equivalent combination of education and experience. A degree in Nursing (B.Sc.) with a specialty designation in Occupational Health Nursing is preferred.
  • Considerable experience in and proven knowledge of disability management, occupational health theory and return to work best practices.
  • Experience in interpreting medical and functional information and the ability to communicate this information, within policy and legal bounds, to divisions within the organization.
  • Experience in delivering health surveillance programs, including pre-placement assessments, is considered an asset.
  • Knowledge of pertinent legislation, e.g., Occupational Health and Safety, Human Rights and Health DisciplinesAct, with the ability to communicate its significance and relevancy to each situation.
  • Ability to exercise good judgement and decision‑making in handling complex sensitive situations, using tact and discernment, while upholding confidentiality.
  • Ability to work independently, as well as with multi‑disciplinary teams. Strong interpersonal skills and ability to work effectively with all levels of staff and union representatives.
  • Excellent written, verbal and presentation skills.
