Overview

The Senior Finance Officer reports to the Manager, Early Childhood Development and provides support to the Department of Education through planning, developing, and managing the implementation and evolution of approved operational policies, procedures, processes, tools, and systems governing accounting operations and other financial services. The Sr. Officer provides senior financial advice and support to clients and staff, assesses and evolves financial procedures, internal controls, audit verification processes and reporting, to ensure operational effectiveness, quality financial and client services, in accordance with the financial and service goals of the Government of Nunavut.

Responsibilities

This position works closely with the Manager on budget forecasting, monitoring and control, this involves participating in the preparation and analysis of expenditure reports and determining trends in expenditures for budget forecasting. The Officer provides senior advice on the maintenance and quality of information in the Free Balance financial and other systems, and provides expertise to Program Managers on budget status, funds, contracts, payroll and other issues. The Officer will also be initiating and establishing effective working relationships with the Department and other government departments as well as representing the Department with auditors, vendors, suppliers, the general public and other stakeholders.

The Sr. Officer provides advice on program administration and on more complex high risk program accounts that impact sound financial decision making by program and other managers. Other responsibilities include the development and delivery of training materials and programs, oversight or provision of assigned administrative responsibilities, and supervision of staff, which impacts the Department’s ability to provide accounting services and support. The incumbent provides senior financial expertise to Program Managers on such issues as budget status, the administration of complex high risk program accounts, funds, contracts, payroll and other issues, and negotiate acceptance of optimal courses of action where competing interests and priorities exist. Also advises on the correct interpretation and application of financial and applicable legislation, policy, processes and collective agreements, and develops and delivers training materials and programs across the Department.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized diploma in business administration or a related field along with a minimum of three (3) years of relevant experience in accounting, auditing, or similar financial area, in a computerized environment. Experience in conducting background research and analysis, developing financial reports and summaries, as well as providing advisory services to clients is also required. This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
