Overview

To support the Government of Ontario’s priorities through the Bill 5: Protect Ontario by Unleashing Our Economy Act 2025, the selected resource will be engaged in enterprise data projects and may be partially assigned to Bill 5–related initiatives as required.

The role focuses on designing, implementing, and optimizing ETL/ELT pipelines, data warehouse solutions, and cloud-based integrations, ensuring scalable, high-quality data delivery across multiple platforms.

Responsibilities
  • Design, implement, and enhance data pipelines by performing extraction, transformation, and loading (ETL/ELT) activities.
  • Translate technical system specifications into working, tested applications.
  • Develop detailed programming specifications, write/generate code, and conduct unit testing.
  • Resolve and troubleshoot technical issues during implementation, conversion, and migrations.
  • Collaborate with IT professionals and business stakeholders across the Software Development Life Cycle (SDLC).
  • Investigate and resolve data pipeline issues, ensuring performance optimization and reliability.
  • Prepare detailed documentation for technical processes, data flows, and troubleshooting guides.
Required Technical Skills
  • Experience designing and building ETL/ELT processes with PL/SQL and equivalent.
  • Data warehousing design and development using star/snowflake schemas.
  • Advanced SQL (PL/SQL, T-SQL), query optimization, and performance tuning.
  • Strong experience with relational databases (Oracle, MySQL, SQL Server, PostgreSQL).
  • Azure expertise:
  • Azure SQL Server and Azure Data Factory (ADF) (pipeline design, automation, custom development).
  • Cloud technologies: Azure, AWS, or Google Cloud.
  • Experience with scripting languages (Python, Unix Shell).
  • Elasticsearch tuning and reporting optimization.
  • GitHub for version control; JIRA and Azure DevOps for issue tracking.
  • Data migration and integration across heterogeneous platforms (Windows UNIX).
  • Oracle tools (OEM Cloud 12c/11g, Data Guard, Exadata, RAC, OWB).
Core Skills
  • Application design, coding, debugging, and documentation in multi-tier environments.
  • Business Intelligence and data analytics, including dimensional data modeling.
  • Developing and maintaining system design models, technical specifications, and architecture compliance.
  • Working with business analysts to translate requirements into scalable technical designs.
  • Experience with Agile/Scrum and Waterfall methodologies.
  • Hands-on experience with microservices and complex web-based applications.
  • Technical leadership with ability to recommend process and system improvements.
  • Application sustainment, incident management, and performance optimization.
Public Sector Experience
  • Prior work with inter-jurisdictional projects (federal/provincial/municipal).
  • Familiarity with OPS Enterprise Architecture artifacts, Unified I&IT Project Methodology, and standard development methodologies.
  • Experience with data migration/integration in environmental or regulated domains.
General Skills
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication (verbal, written, interpersonal, negotiation).
  • Proven ability to build strong stakeholder relationships.
  • Detail-oriented, highly organized, and able to meet strict deadlines.

  • Knowledge of AODA compliance and accessibility standards (an asset).
Must-Haves
  • Experience designing, building, and optimizing complex ETL/ELT processes using PL/SQL.
  • Advanced experience with Azure SQL Server and Azure Data Factory.
  • Strong knowledge of cloud platforms (Azure, AWS, Google Cloud).
  • Proficiency in PL/SQL ETL management and support (troubleshooting, performance tuning, failover/recovery).
  • Working knowledge of JIRA and Azure DevOps.

Job Types: Full-time, Fixed term contract

Contract length: 12 months
