Description

Assist in carrying out project management functions including charter, change requests, and managing the triple constraint of scope/schedule/budget.

Responsibilities

Engaging with stakeholders, ensure all IT services/solutions are designed, planned and activated in a consistent manner, establishing an effective executive governance model, effective PM documentation management, including Charter, Scope doc, work breakdown structures, MS Project plans, PCR (Project Change Request) management, Executive dashboards, summary documentation and other docs leading to the successful outcomes of this project. Proven/strong Executive change management and positioning required.

  • Solid Governance experience and proven record to help influence key stakeholders including overcoming procedural changes to various areas.
  • Familiarity & knowledge of html and other Service Catalogue solutions. Comfort using Content Management Systems.
  • Establishing governance forums along with PM practices/disciplines to manage key stakeholders via a defined communications strategy.
  • Proper documentation and a transfer of knowledge to internal resources will be required in such a way that ensure the work completed by the PM can be understood.
  • Experience working with new technologies in an Enterprise environment.
  • If possible - exposure/awareness of Umbraco.

  • Demonstrated experience working with key stakeholders and vendor partners (internal and external) and using communication skills to negotiate and document any project and process-related status information, and obtain support from key stakeholders and clients on project-related deliverables.
2. Effective Governance structures - 20%
Parameters
  • Proven executive level influencing pertaining to people change management.
  • Supported by effective Exec dashboards, value statement, evidence of organizational efficiencies and benefits.
  • Effective communications ensuring stakeholder engagement, business needs and appropriate outcomes are delivered in a way that promotes value and support to Ministry, and GovTechON IT needs.
3. Project Management methodologies - 25%
Parameters
  • PM collaterals, Exec dashboard and summaries, proper PCR processes and all relevant documentation pertaining to the triple constraint for project.
  • The resource's depth of experience leading complex Enterprise level projects related to technology, report transformations, influence, collaboration abilities with other defined stakeholder groups, adaptability, scope management, and overall planning capabilities.
  • Demonstrated experience of PM methodologies, experience in creating project charters, integrated plan development, tracking issues/risks, managing and reporting project financials and developing governance models.
Must Have
  • Effective executive negotiation and communication skills.
  • Proven record in generating executive communication including dashboards, presentations, briefing notes and outcomes.
  • Prior experience as a Scrum master within ITL environment.
