About your next Challenge as a Responsible Person for the Assignment of Authority (PRAA):

Reporting to the Senior Manager – Operations Management, the Responsible Person for the Assignment of Authority (PRAA) oversees the evaluation, assignment, and management of technical authorizations for personnel within a maintenance, manufacturing, and material support organization for military and civil airworthiness. This role ensures that only qualified individuals are authorized to perform, supervise, or certify work impacting airworthiness. The PRAA is a central player in the organization's compliance with airworthiness policy, safety standards, and regulatory requirements established by military or civil authorities. In addition, he will act as an FSR (Field Service Representative) support person on military and/or civil programs.

What will you do:

The PRAA's responsibilities are exercised within the limits and restrictions of the authority delegated by the Senior Maintenance Manager (SMM/SMfgM/SMSM - military airworthiness authority) and the Person Responsible for Maintenance (PRM - civil airworthiness authority) and include, but are not limited to, the following:

  • Authorization Assignment: Evaluate, assign/revoke, and manage authorizations for individuals performing airworthiness‑related maintenance, manufacturing, and material support tasks, verifying that all necessary qualifications are met.
  • Regulatory Compliance: Ensure that all authorization activities comply with regulations related to accreditations delegated by National Defence (Technical Airworthiness Manual (TAM), Maintenance Process Manual (MPM)), as well as regulations related to Transport Canada accreditation (Canadian Aviation Regulations (CARs)) and organization‑specific standards. Ensure that individuals fully understand the responsibilities associated with the granted authorization.
  • Competency Assessment: Evaluate the eligibility; professional qualifications, experience, training records, and competence of designated personnel for airworthiness‑related functions or activities in maintenance, manufacturing, and material support.
  • Record Management: Maintain detailed records of authorizations issued, expirations, renewals, and revocations, in accordance with regulatory and organizational requirements.
  • Continuous Monitoring: Participate in audits of authorization processes and personnel compliance; implement corrective actions as necessary. Actively participate in the development and implementation of corrective action plans arising from audit findings or non‑compliances.
  • Training and Guidance: Advise and guide personnel on authorization requirements and professional development, promoting a strong culture of compliance.
  • FSR Support: Manages parts and kits in SAP, creates technical documentation, and opens and tracks non‑routines and records in SkyTrack/SkyTrek. Ensures coordination between Operations, Program, Engineering (CRC), and the customer, prepares technical reports, validates engineering dispositions, and ensures work compliance. Also contributes to production planning, daily task follow‑ups, technical problem‑solving, documentation management, and cost tracking. This position requires strong technical, organizational, and communication skills.
Required Skills and Experiences:
  • Extensive experience in a military or civil aviation maintenance environment (typically 10 years or more).
  • Recognized technical or airworthiness qualification (e.g., Aircraft Maintenance Engineer (AME) license, military trade certification, or equivalent).
  • In‑depth understanding of military and/or civil maintenance regulations, technical airworthiness standards, and Safety Management Systems (SMS) and/or flight safety.
  • Strong administrative, organizational, and documentation skills.
  • Excellent judgment, integrity, and leadership abilities.
  • The knowledge of the English language, other than the French language is necessary due to contractual requirements.
Preferred Additional Skills:
  • Expert Knowledge: In‑depth understanding of military and civil airworthiness regulations, standards, and practices (e.g., TAM, MPA). Strong knowledge of CRJ700, CRJ900, or other civil aircraft types, including their systems, structures, and Service Bulletins.
  • Technical Acuity: Strong background in aircraft maintenance.
  • Analytical Skills: Ability to evaluate complex situations, identify non‑compliances, and contribute to effective corrective actions.
  • Decision‑Making: Sound judgment and ability to make critical decisions regarding personnel authorizations impacting airworthiness and safety.
  • Communication: Excellent interpersonal, written, and verbal communication skills for effective interaction with personnel, management, and regulatory authorities.
  • Integrity: Commitment to airworthiness standards, ethics, and professional conduct.
  • Organizational Skills: Meticulous attention to detail and strong record‑keeping abilities.
Eligibility Criteria (Mandatory):
  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance.
  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
