Project Manager/Leader - Senior
Location: Toronto, ON (3 days onsite)

Responsibilities
- Responsible for the overall success of the project and its implementation; ensure project deliverables and technical solutions are delivered within agreed scope, quality, timelines, and approved budget.
- Evaluate and recommend scalable multi‑jurisdictional business and technical solutions that meet client and business requirements, complying with corporate standards, policies, and procedures.
- Lead and manage the project cross‑functional team, supervise daily operations, schedule, assign, review work, and monitor performance to ensure compliance with project schedule, budget, scope, and contract terms.
- Identify required project team members, secure resources, define roles and responsibilities, communicate to team members, and resolve conflicts arising between resources and schedules.
- Create, facilitate, maintain, communicate, and distribute project documentation, securing stakeholder approvals throughout the project life cycle.
- Clarify and obtain agreement among stakeholders and team members when required; coordinate work, monitor progress with deliverable owners.
- Provide status updates, including monthly project status reports and quarterly variance updates; track and resolve project problems, defects, and issues; administer the change‑control procedure.
- Prepare formal contractual documents (e.g., REOI, RFI/P/Q/R, ITAPP, SOW, MOU, SLA) as required.
- Manage risks, issues, and changes; maintain an up‑to‑date issues log.
- Manage project cost within the approved budget; control annual cash flows and monitor spending rate.
- Manage project stakeholders and their expectations; serve as the prime point of contact for requested information.
- Apply current change‑management methodologies, principles, practices, processes, tools, and templates.
- Apply change‑management methods and strategy, including complexity, culture, risk, readiness, stakeholder identification, engagement, change communication planning, and training strategy development.
Experience & Qualifications
- Minimum 10+ years of hands‑on experience in large project and program management in government or large private‑sector organizations.
- University degree in Computer Science, Business Administration, Finance, or an equivalent combination of education and relevant experience.
- Project Management Professional (PMP®) certification from PMI, current and in good standing.
- 10+ years progressive experience managing large‑scale information‑technology projects using agile, waterfall, and other methods.
- 10+ years experience managing cross‑functional teams during business requirement gathering, impact analysis, joint‑application‑design sessions, and mapping business processes.
- 10+ years experience leading project documentation deliverables (business requirements, functional and non‑functional requirements, use cases, BPM/BPMN workflows, data modelling blueprints, architecture diagrams, technical design specifications).
- Experience with modernization and replacement legacy system projects in a government or public‑sector setting.
- Experience with contract negotiations, procurement procedures, vendor and contract management for IT solution delivery.
- Excellent written and verbal communication skills; confident communicating at all levels with business partners, leaders, and vendors.
- Strong process‑management and control skills to minimize risk exposure.
- Ability to influence and work effectively with key stakeholders, including organizational change management.
- Experience supporting AODA compliance, STRA, and PIA.
- 5+ years of practical experience applying change‑management methods and strategy, including stakeholder identification, engagement, communication planning, and training strategy development.
