Overview
Oak Valley Health is seeking a Project Manager in the Capital Planning, Infrastructure & Maintenance Department. The department is located at the Markham site, with the main office for this position at the Uxbridge site. Reporting to the Manager, Uxbridge Redevelopment, the Project Manager will become a member of the team and share responsibilities for managing all aspects of the project. You will engage with, inform and support external agencies such as the government (Ministry of Health and Long-Term Care, Local Health Integration Networks, the Township of Uxbridge, Durham Region, etc.) and other funding partners, and negotiate and facilitate consensus with municipal bodies and other regulatory authorities to obtain required approvals.
Responsibilities
- Working with user groups, consultants, contractors and other stakeholders from planning to construction or installation and commissioning.
- Working with consultants, Ministry of Health, Building Officials and other organizations and regulatory bodies to ensure they are properly informed during the development process, where required.
- Ensure all internal and external project approvals are received, such as Building Permits, Occupancy Certificates and Ministry of Health approvals.
- Procure professional services and other vendors as required by the project phase, including preparing the RFX, working with procurement to select and award contracts and issue Purchase Orders in accordance with current policies, including the Broader Public Sector Procurement Directive (BPS).
- Review and evaluate RFP/RFQ submissions, aligning each proposal to the hospital’s technical, operational, and site logistics requirements, prioritizing safety, well-being and continuity of care for patients and considering the needs of hospital staff.
- Review architectural drawings prepared by external consultants for coordination with existing infrastructure and coordination between architectural, structural, mechanical and electrical disciplines in collaboration with facilities, maintenance and operations.
- Prepare order of magnitude estimates, business cases, briefing notes, presentations and cost-benefit analyses for project and budget planning purposes.
- Manage the construction of facility improvements and capital projects.
- Identify, research and facilitate alternative funding sources or available commercial or federal incentive programs (e.g., LEED, ESCO, AFP).
- Assist with project close-out and MOH settlement for the redevelopment project.
- Confirm, with the consulting team(s), that projects adhere to Building Code, Fire Code, and the Ministry of Health Capital Planning process and other relevant guidelines and legislation.
- Deliver projects safely to time, cost and quality, in accordance with Oak Valley Health standards and applicable legislation.
- Provide professional, consistent and effective project management including monitoring and reporting systems in line with standards and guidelines.
- Control project changes, risks and contingency within the project life cycle and provide all cost, contingency and project details.
- Ensure a safe working environment and develop project safety plans and related documentation.
- Develop and implement/disseminate communication/marketing, training and change management plans for the project.
- Review and analyze data, developing and implementing policies, procedures and standards for project(s).
- Resolve tender difficulties and propose solutions to Senior Management as required.
- Maintain project documentation repositories.
- Assume other duties and responsibilities as assigned.
What You Bring To The Role
- College Diploma in construction management, engineering, clinical or project management. Equivalent experience and education will be considered.
- Minimum 5 years’ experience managing medium to large-scale projects within a multi-site and/or multi-organization context. Experience in healthcare is a must.
- Experience planning for major projects including programming, concept development, implementation and construction.
- Understanding and working knowledge of capital planning strategies, models, and practices; knowledge of planning, design, construction, and renovations of buildings.
- Demonstrated ability to build consensus and foster teamwork among a variety of stakeholders.
- Ability to read and interpret architectural drawings and relevant health and safety regulations and building codes.
- Proficient computing skills, especially with Microsoft Office applications; financial reporting software and facility condition software are assets.
- Knowledge of AutoCAD, Bluebeam and MS Project preferred.
- Solid knowledge of facility management principles with experience partnering in construction projects is an asset.
- Exceptional communication, interpersonal, organizational and planning skills; ability to analyze, negotiate and solve problems with a continuous improvement mindset in a fast-paced environment.
- Knowledge of institutional construction estimating and procurement practices; understanding of Alternative Financing and Procurement is preferred.
- Demonstrated commitment to a healthy and safe workplace; compliance with hospital policies, health and safety legislation and mandatory education.
- Understanding of internal and external policies and guidelines (e.g., Broader Public Sector Procurement Directive, Accessibility for Ontarians with Disabilities Act, Ontario Fire Code, Ontario Building Code, hospital IPAC requirements, etc.).
Work Schedule
Monday to Friday, day shifts. Schedule may change due to operational needs.
