Role summary

The Program Manager is responsible for the overall leadership and operational management of the Beyond 3 : 30 program across all sites. Reporting to the Programs Director, this role ensures the delivery of high-quality, impactful programming that meets community needs, aligns with organizational goals, and adheres to safety and compliance standards. The Program Manager leads the program team, oversees program planning and evaluation, manages budgets and resources, and fosters strong relationships with schools, community partners, and funders.

Duties and Responsibilities
  • Lead and oversee all aspects of the Beyond 3 : 30 program, ensuring alignment with strategic plan, operational goals, and community needs across all program sites.
  • Provide strategic direction and high-level oversight of program design, delivery, and continuous improvement to ensure consistency, quality, and impact.
  • Develop and execute the program’s business plan and goals in collaboration with the Programs Director and senior leadership.
  • Plan and implement detailed program plans that respond to evolving needs and priorities.
  • Monitor program performance, resolve operational issues, and implement effective solutions for program improvement.
  • Develop and implement assessment and evaluation protocols aligned with program outcomes, using data to inform improvement strategies.
  • Analyze and manage program-level risks to ensure continuity, compliance, and safety.
  • Prepare reports and analysis for the Programs Director and senior leadership to support strategic planning and decision-making.
  • Utilize the Client Data System (CDS) for dynamic reporting, forecasting, and program quality assurance.
  • Collaborate with the Digital Transformation and Service Team to develop digital tools that enhance program management, accountability, and impact tracking.
  • Maintain SharePoint and OneDrive systems for efficient document sharing and storage across program sites.
  • Review and update program policies and procedures in partnership with the Programs Director to align with sector standards and organizational requirements.
  • Liaise with school administrators to support effective and coordinated implementation at each program site.
People Management
  • Provide leadership and supervision to Assistant Program Managers, Supervisors, and front-line program staff.
  • Conduct regular site visits to assess quality, support staff, and ensure adherence to program standards and safety procedures.
  • Provide supervision, performance management, regular coaching and feedback to build a high-performing team.
  • Recruit, onboard, manage program staff with a focus on training, retention, and succession planning.
  • Identify and implement staff capacity-building and professional development initiatives.
  • Collaborate with Human Resources to ensure HR policies and procedures are followed.
  • Approve and submit bi-weekly payroll through ADP in a timely and accurate manner.
  • Ensure all HR and Payroll-related documentation is submitted timely and proper record keeping.
Financial and External Relations
  • Support the Director in managing program budgets, monitoring expenditure and ensuring sites operate within approved financial limits.
  • Assist the Director in conducting cost analyses to inform budget development and ensure efficient resource utilization across sites.
  • Allocate resources strategically to meet program needs and maximize service delivery.
  • Develop and maintain partnerships with external programming organizations to ensure high-quality program content and site-specific offerings.
  • Collaborate with the Development and Communications teams to coordinate funder visits and media events to highlight program impact.
  • Cultivate and manage relationships with schools, community stakeholders, and funders to support collaboration and program sustainability.
  • Represent the program at stakeholder meetings, cross-sector initiatives, and community events to promote engagement and program visibility.
Education, Skills and Requirements
  • Bachelor’s Degree in Social Work, Education, Community Development, Human Resources or a related field.
  • Demonstrated experience supervising staff is required.
  • Minimum five (5) years of experience in leading and coordinating programs for youth.
  • Exceptional skills in program management and group facilitation.
  • Excellent communication, leadership, interpersonal and organizational skills.
  • Outstanding problem-solving, conflict mediation, and negotiation skills.
  • Demonstrated ability to work effectively alone, in a team and within multi-stakeholder environments; to supervise staff from culturally diverse backgrounds with ranges of skills and experience; and to lead program development initiatives.
  • Excellent computer proficiency.
  • Understanding of school board operations and procedures is an asset.
  • Must have a valid driver’s license and access to a reliable vehicle for work.
  • Ability to travel to multiple sites across the city as required.
