Job Description
Position Purpose summary: Reporting to the Director of Client Services, the Program Coordinator provides integrated leadership for program delivery and facility operations at Kingston Harbour Light. This includes employee, administrative and clinical oversight for the live-in concurrent disorder treatment and CSC Community Residential Facility, as well as management of property maintenance, health and safety, dietary services, IT systems, and compliance with funder and Salvation Army standards. The role ensures program excellence, operational efficiency, and a safe environment for clients and staff, while meeting all contractual, accreditation, and financial requirements.
Kingston Harbour Light is an 18-bed live in facility for men, located in downtown Kingston.
Accountabilities
- Oversee treatment planning, counselling, classes, spiritual care andprocesses in accordance with policy, best practices and Kingston Harbour Light Collective Bargaining Agreement(CBA)
- Conduct daily stand-up meetings, case conferences, and attend community assessment team meetings
- Liaise with Corrections Services Canada (CSC) for client intake, interviews, and compliance
- Ensure program outcomes, service targets, and reporting requirements are met
2. Support Services & Facility Management
- Manage daily maintenance, janitorial, dietary, IT, and security operations for Kingston Harbour Light
- Ensure compliance with health and safety, fire safety, and Salvation Army accreditation standards
- Oversee food services, including menu planning, food safety training, and client satisfaction
- Coordinate IT and security systems, troubleshooting issues and liaising with vendors
- Maintain accurate records for maintenance, utilities, food services, and health and safety
- Serve as Management Lead for the Health and Safety Committee
3. Supervision
- Meets one to one with all direct reports monthly
- Provides feedback on performance, behaviour, client work
- Assists staff with performance goals, issues and client work plans
- Provides supervision to students as required
- Review with Chaplain elements of Spiritual Care within program
4. Reporting
- Regular reporting of outcomes and service targets to Director of Client Services, Senior Management and funders of program – just moved the language around
- Provide attendance, training and other reports to Director of Client Services
- Ensure compliance with Personal Health Information Protection Act requirements
- Provide support and serve on Health and Safety Committee, providing reports to THLM Property Manager
- Provide regular financial variance reporting
5. Administration
- Ensure all performance, quality and financial targets are achieved and maintained
- Ensure all potential clients are appropriately screened per policy
- Ensure all documentation for potential and current clients are maintained in EMHware
- Develop program outcomes and service targets, with Director, as required
- Participate in development of Strategic Planning, as required
- Understand funding agreements and ensure compliance
- Hire, train, schedule, and evaluate staff across program and support services functions within the conditions of the CBA
- HR-related responsibilities which include the employee life cycle – recruitment, ongoing management of the employment relationship and Workday supervisory approvals, including time and attendance

MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY :
- Reports directly to: Director of Client Services
- Direct reports for this position: Intake & Assessment Worker, Counsellors (2), Residential Care Worker (9), Cook, Administrative Assistant & Custodian
FINANCIAL AND MATERIALS MANAGEMENT:
- To ensure program and property expenditures are within the budget
- Working with Director of Client Services and Business Manager, works within program budgets for supplies, trainings, conferences and other expenditures
- Works with staff at each location, to ensure health and safety of direct reports
- Review and update as necessary program policies and procedures
WORKING CONDITIONS:
- Typical office conditions, must be able to sit for long periods of time, use computer and office phone
- Possible typical office hazards such as intense overhead lighting, eye straining and wrist strain
- Possible interactions with clients and/or hazardous substances, use of gloves and proper disposal required
- Little to no travel, less than 10% of the time
- Some evening and night hours in order to address crises or emergencies

education and experience Qualifications
Education, Qualifications and Certifications
- A Graduate level Social Services Related Degree or Diploma – or combination of education and experience
- Member of Professional College or ability to become a member (i.e. CRPO, OCSWSSW)
- French language skills or bilingual strongly preferred
- NVCI training, valid CPR/First Aid preferred
Experience and Skilled Knowledge Requirements
- Prior experience with Corrections Services Canada
- Three years of related experience in live-in treatment settings and property/facility management
- Strong knowledge and experience working in unionized environments
- Knowledge and experience in Substance Abuse, Concurrent Disorders and Trauma informed practices
- A good understanding of Microsoft Word, Outlook and other computer applications
- Other special certifications (e.g. CBT, DBT) in relevant disciplines an asset

- Ability to understand the dynamics of offender behavior and assess their needs and risks
- The skills to counsel offenders, form effective relationships and gain trust
- Ability to provide clear Protected B status
- Able to work co-operatively in a team environment with all staff and Directors, on and off site while also taking responsibility for those items that fall within the scope of the position
- Rational and calm demeanor, able to handle multiple issues and deadlines at once
- Computer literate, proficient in various office software and data entry systems
Compensation
The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
