Overview

Partner, HR Services – Permanent – Start Date: Monday, January 12 2026. Langara College is located in Vancouver, B.C.; applicants must be located in BC or willing to move to BC. Current employees apply through Careers in your Workday account.

Job Summary

Two vacancies available. The Partner, HR Services reports to the Managing Partner and provides strategic leadership and HR advisory services across the college. This role is the primary point of contact for operational partners, consulting on employee relations, performance management, recruitment, compensation, organizational design and more, ensuring consistent application of legislation, collective agreements and college policies.

Responsibilities

1. Strategic HR Leadership

  • Provides advice and guidance to management and academic leaders in situations requiring interpretation and judgment, ensuring application of policies, collective agreements, terms of employment, labor law and regulations.
  • Facilitates sensitive human resources matters and decision‑making while balancing departmental and college goals.
  • Leads collaborative planning with Classification and Compensation Consultant and Recruitment Consultant.
  • Consults and supports leaders in organizational development, restructuring, strategic planning and succession planning.
  • Coaches leaders in implementing best practices and promoting positive culture.
  • Identifies organizational risks related to people management, human rights, labor laws, BC WorkSafe, safety regulations, and college policies; collaborates on preventive measures.
  • Recommends and implements changes to HR procedures, guidelines or protocols.
  • Supports managers in change management and facilitates outcomes for organizational changes.
  • Provides guidance to HR Associates in performing HR activities.

2. Labour and Employee Relations

  • Conducts investigations, mediations and facilitated conversations on employment matters.
  • Advises managers and liaises with union representatives on employee relations issues.
  • Interprets collective agreements, employment legislation, college policies and HR best practices.
  • Manages grievances up to Step 3, prepares formal responses, and prepares files for senior HR review.
  • Provides input into collective bargaining proposals and may serve as committee member.
  • Represents management in negotiating consensus and resolving outstanding issues.

3. Performance Management

  • Supports leaders with probationary, trial, and performance evaluation processes.
  • Advises managers on addressing employee behavioral or performance concerns.
  • Coordinates faculty eligibility and assists in program review.
  • Communicates performance, development and college employment opportunities to employees.
  • Recommends training and development opportunities.

4. HR Projects and Initiatives

  • Manages or contributes to HR projects enhancing recruitment, labor relations, compensation, benefits, training, wellness, HRIS and systems.
  • Creates and maintains project procedures and documentation.
  • Recommends procedural changes and analyzes research.
  • Collaborates with external consultants on HR projects.
  • Collects data, compiles surveys and generates reports.
  • Participates as a member of college committees.
  • Recommends best practices to Director and implements efficiencies.

5. Recruitment and Selection

  • Facilitates full‑cycle recruitment process for vacancies within the assigned client group.
  • Recommends recruitment strategies and cost‑effective advertising.
  • Guides selection committees in job analysis and selection methodologies.
  • Participates on selection committees and ensures legislative compliance.
  • Authorizes or recommends initial salary placements within guidelines.

6. Attendance and Disability Management

  • Monitors employee absences, confirms expired sick leave credits and initiates benefits processes.
  • Helps develop return‑to‑work plans with employees, managers, health physician, union representatives and benefit carriers.
  • Discusses workplace assessments and required accommodations.
  • Provides advice and support to leaders on attendance and disability strategies; prepares reports and documentation.

7. Organizational Design and Job Evaluation

  • Assists with identification and support in unit development or reorganization.
  • Collaborates with Compensation and Classification Consultant for position creation and reclassification.
  • Conducts position reviews, job audits, and drafts position descriptions.

8. Other Related Duties

Qualifications

Education

  • Bachelor's degree majoring in human resources management, business or related field.
  • CPHR designation or relevant HR professional designation (desirable).
  • Minimum five (5) years progressively responsible HR generalist experience with emphasis in labor and employee relations, performance management, conflict resolution, recruitment, disability management, job evaluation and benefits administration.
  • Equivalent combination of education and experience considered.
  • Considerable experience advising leaders in a large, complex multi‑union organization.
  • Excellent knowledge of employment and labor legislation and government policies.
  • Intermediate to advanced working level in MS Office.
  • Experience in highly automated HR environment with integrated enterprise HR and payroll system (Workday, Banner or PeopleSoft).

Salary & Pay

Salary Range: $40.75 – $59.77 per hour. Pay Grade: Admin Paygrade 08. Compensation beyond the mid‑point requires approval by the Public Sector Employers’ Council Secretariat (PSEC). Scheduled Weekly Hours: 35; hours may vary according to department needs.
