Job description
Overview

Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview: Healthcare Institutional Safety Officers (ISO) are hospital employees and licensed security guards who are trained to respond, protect and enforce requirements to achieve safe patient care and healthcare work environments, particularly in facilities with high frequency of response to behaviours in acute and forensic mental health units. An ISO enforces bylaws and provisions of statutes as outlined in the Police Services Act under the Institutional Safety Officer program. Working cooperatively with healthcare professionals, law enforcement and other stakeholders, ISOs provide a collaborative enforcement and patient care model. The ISO is responsible for enforcement, prevention, intervention and education of applicable legislation within the healthcare facility. ISOs regularly encounter and respond to high-risk situations in sites with documented and high frequency violent behaviours, usually from high-volume emergency departments and high-acuity mental health units. Healthcare ISOs are trained to have the Qualified Persons designation under the Mental Health Act and will maintain safe custody of intoxicated persons under the Intoxicated Persons Detention Act.

Responsibilities

To the extent described, responsibilities include:

  • Enforcement, prevention, intervention and education of applicable legislation within the healthcare facility.
  • Respond to high-risk situations in sites with high frequency of violent behaviours.
  • Maintain Qualified Persons designation under the Mental Health Act; maintain safe custody of intoxicated persons under the Intoxicated Persons Detention Act.
Training / Designation

Healthcare ISOs will receive training to the provincially adopted and Manitoba Justice approved training program. Upon initial demonstrated and ongoing competence they will be designated by the SDO as an ISO under the Police Services Act as well as a Qualified Person under the Mental Health Act. Ongoing re-training will be provided by the SDO with ongoing demonstrated competence to maintain designations.

Personnel Requirements
  • Successfully complete the ISO Training Program and maintain annual retraining.
  • Be designated as an ISO (Peace Officer status as per Manitoba Police Services Act Amendment).
  • Successfully complete intermediate weapons training and ongoing certification as authorized by Manitoba Justice and employer.
  • Successfully pass the Physical Abilities test and undergo regular re-testing.

The training and designation process includes testing: written test, physical test, job performance and security screening.

Experience
  • Prior security, law enforcement, military or related experience required.
  • Minimum of two (2) years experience as a Qualified Person in a healthcare setting required.
Education (Degree / Diploma / Certificate)
  • Successful completion of Healthcare Institutional Safety Officer training and demonstration of competency to be designated under the Police Services Act Institutional Safety Officer program; ability to maintain designation per program requirements.
  • Completion of Grade 12 or equivalent.
Special Training
  • Successful completion of Qualified Persons training and competency to be designated per Mental Health Act; maintain ongoing competency per program requirements.
Certification / Licensure / Registration
  • Valid Manitoba Security Guard License.
  • Valid Class 5 driver\'s license.
Qualifications and Skills
  • Self-motivated with ability to work alone and unsupervised.
  • Excellent verbal and written communication skills with a focus on customer service and public relations.
  • Professionalism under elevated situations; sound decision-making under stress.
  • Understanding and competencies regarding Use of Force and related legislation (Criminal Code, Trespass Act) as it relates to restraining uncooperative or violent persons.
  • Knowledge of issues facing hard-to-serve populations (homelessness, vulnerable persons, addictions, crime prevention, public safety).
  • Indigenous language knowledge and/or lived experience is an asset; cultural safety training required.
  • Knowledge of healthcare and community resources to support clients.
  • Demonstrated professionalism and decision-making under pressure.
  • Must complete Job Suitability Assessment (psych evaluation).
  • Clear Criminal Record, Vulnerable Sector Checks, and Child Abuse Registry checks maintained regularly throughout employment.
Physical Requirements
  • Minimum physical requirements aligned with safe response to resistance training and national standards; regular re-testing.
  • Minimum vision and hearing requirements aligned with safe response standards; regular re-testing.

Note: Physical ability, vision and hearing standards and testing are prerequisites for ISO training and ongoing employment, aligned with national standards and Manitoba requirements.
