Job description
Overview

The Human Resources Officer is a key member of the Human Resources team. This individual will work under the direction of the Human Resources Manager or designate and will be responsible for providing a variety of duties related to Human Resources and Labour Relations for Teaching and CUPE staff. This position requires a broad background in administration, human resources and labour relations. The ability and flexibility to adapt and change with the position is critical. This is an exempt position and as such is not eligible for overtime and it is not part of a Union. Regular hours are eight (8) hours per day, however responsibilities require a willingness to work as and when needed.

This position is from November 12, 2025 until the return of the incumbent but not beyond June 30, 2027.

Job Duties
  • Performs the human resource function for Teaching and CUPE support staff.
  • Liaises with Administrators and Supervisors for staffing and job posting needs.
  • Attends job fairs and recruitment events as directed by the Human Resources Manager.
  • A district contact for Make A Future and Apply To Education. Responsible for keeping district information and posting templates up to date. Responsible for applicant tracking.
  • Assists the Human Resources manager with employment branding and marketing.
  • Pre-screens and interviews for TTOC and CUPE casual positions.
  • Conducts reference and background checks on candidates.
  • Responsible for ensuring that criminal record checks are completed on all candidates and conducted regularly for existing staff.
  • Assists the Human Resources Manager with managing foreign recruitment and immigration procedures.
  • Responsible for managing and overseeing TTOC and CUPE casual hiring and dispatching.
  • Responsible for reviewing staff correspondence prepared by Casual Dispatchers and HR Assistants including appointment, probation, trial, and position change, leave, layoff, and acceptance of resignation/retirement letters.
  • Coordinates and facilitates on-boarding of new staff, ensuring staff are informed about policies & procedures.
  • Plans and conducts new employee orientations and information sessions.
  • Analyzes statistical data to identify and determine causes of employee absences.
  • Responsible for providing attendance support for teaching and support staff.
  • Oversees disability administration and follow up.
  • Plans and Coordinates Health & Wellness initiatives.
  • Assists with employee benefit management.
  • Responsible for interpretation of Policy, Collective Agreements, and Labour Legislation.
  • Ensures that all relevant policies, procedures, practices, processes, and systems comply with applicable legislation.
  • Ensures consistent application of Collective Agreement and is responsible for directing issues to the Human Resources Manager.
  • Participates grievances and drafts grievance related correspondence.
  • Responsible for keeping union documentation records including agreements, MOU's, LOU's, and other correspondence.
  • Assists Human Resources Manager and the Executive with investigations and the employee discipline process.
  • Oversees the preparation and distribution of seniority lists for CUPE and Teaching staff.
  • Oversees SSEAC planning and administration for CUPE SSEAC funding.
  • Participates in Public Education Benefits Trust (PEBT) meetings and training.
  • Assists Human Resources Manager with Pay Equity Program for CUPE staff. Sits on the Pay Equity Procedural Committee.
  • Sits on Labour Management Committee and Joint Committee.
  • Sits in on EFAP Committee meetings and manages the delivery of the EFAP program.
  • Ensures HR data in SDS/Cayenta is updated and responsible for the review of year end HR Data for accuracy.
  • Will assist with software system change and the transfer of information from SOS to Caynta.
  • Drafts correspondence, contract language, and other documents as required.
  • Manages employee files and documentation ensuring all necessary information is saved both electronically and in personnel files.
  • Acts as liaison for senior management, support staff, and the public.
  • Prepares meeting agendas, materials, and minutes as required.
  • Responsible for overseeing the collection and submission of data for 1701 and EDAS reporting systems.
  • Ensures the completion of Statistics Canada surveys.
  • Creates reports as required and presents findings and recommendations to the Human Resources Manager and the Executive.
  • Will provide support to negotiation team for union negotiations.
  • Responsible for the maintenance of procedural manuals for the Human Resources Department.
  • Responsible for the maintenance of the Careers and Health and Wellness sections of the website.
  • Maintains Responsible for the maintenance of the Facebook Employment page.
  • Performs other duties as assigned from time to time by the Human Resources Manager or the Executive.
Qualifications And Experience
  • Applied skills and experience in Human Resources.
  • Degree with focus in Human Resources.
  • Chartered Professional in Human Resources (CPHR) required.
  • Membership in CPHR BC Association.
  • A minimum of five combined years of experience in Human Resources.
  • Experience supervising and overseeing the work of others.
  • Experience in a diverse, multi unionized organization required.
  • Experience in the Public Sector required.
  • Demonstrated knowledge of applicable employment legislation with the ability to interpret and comply with those.
  • Sound knowledge of labour relations, with a minimum of 1 year related experience.
  • Solid understanding of the Freedom of Information Protection Act (FIPPA).
  • Strong interpersonal and communication skills with a demonstrated ability to communicate effectively with all employees.
  • Strong problem identification and problem resolution skills.
  • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.
  • Demonstrated ability to make sound judgments and decisions.
  • Proven ability to work in a dynamic and challenging work environment and to be flexible and adaptable when faced with challenging situations.
  • Ability to meet deadlines efficiently while working under pressure and with interruptions.
  • A well-defined sense of diplomacy, including solid conflict resolution and people management skills.
  • Politically and culturally sensitive.
  • Adept at handling confidential and sensitive information and documents.
  • Advanced word processing and computer applications skills with impeccable attention to detail and a high degree of accuracy.
  • Experience working with HRIS databases; preferably SOS or Cayenta.
  • Ability to write concisely, clearly, and accurately.
  • Some experience coordinating budgets.
  • Ability to multi-task, prioritize, and adapt to changing work needs.
  • Willing to work a flexible schedule coinciding with work volumes.
  • Continuous upgrading of professional knowledge in Human Resources.
  • Valid BC Class 5 drivers license.
  • Positive Criminal Records Check.
Working Conditions
  • Some travel is required.
  • Ability to attend and conduct presentations and staff events.
  • Manual dexterity required to use desktop computer and peripherals.
  • Long hours of work putting in additional time are occasionally required to meet business needs.
