Job Summary
La Cité universitaire francophone seeks an exceptional bilingual relationship builder, recruiter, and content creator to serve as Manager, Recruitment & Public Relations. The role will increase visibility and reputation for French‑language and bilingual programs across Saskatchewan and beyond, engaging youth, families, educators, community leaders, and media. You will represent the University of Regina in francophone media, community events, and recruitment networks, driving growth in high‑impact programs such as Bilingual Nursing, Social Work, Le Bac, French & Francophone Studies, and Graduate Studies.
Responsibilities
- Recruitment Strategy & Outreach (Local + International)
- Design and execute innovative strategies to attract francophone and francophile learners across Saskatchewan and international markets.
- Serve as the main liaison for immersion schools, CEF schools, guidance counsellors, and international education consultants.
- Represent La Cité at fairs, school visits, community events, and media interviews.
- Public Relations, Branding & Digital Presence
- Lead all French and English content creation for La Cité’s website, social media, press releases, campaigns, and marketing materials.
- Develop storytelling that highlights student success, faculty research, community partnerships, and program excellence.
- Oversee La Cité’s social media strategy to grow visibility and engagement.
- Strategic Partnerships & Media Relations
- Build strong relationships with U of R Communications & Marketing (UCM) and central recruitment units.
- Manage media inquiries from francophone media outlets.
- Represent La Cité as the “face” of recruitment and community events.
- Data, Planning & Administration
- Use data to refine recruitment targeting, improve conversion rates, and measure campaign effectiveness.
- Manage recruitment and marketing budgets; oversee contracts with national and international education consultants.

Position Requirements – Qualifications
- Bachelor’s degree in communications, marketing, public relations, or a related field.
- Minimum of five years experience in recruitment, marketing, communications, or a similar role.
- Experience creating bilingual digital content and managing media relations.
Skills & Competencies That Will Ensure Success
- Experience in a minority‑language context or with francophone communities.
- Ability to travel throughout Saskatchewan, Canada, and internationally.
- Valid driver’s licence.
- Bilingual in French and English.
- Strong communication skills adaptable to diverse audiences.
- Comfortable presenting to small groups, large audiences, or media.
- Ability to design, plan, and execute recruitment and PR strategies independently.
- Capacity to manage multiple projects simultaneously under tight deadlines.
- Proficiency with social media, video, photography, and digital storytelling.
- Experience with content analytics, CRM systems, or enrolment platforms.
- Passion for supporting minority‑language communities and increasing access to postsecondary education.
Physical Demands
- Lifting and carrying heavy materials (boxes, tables, displays for events).
- Driving in adverse weather conditions (rare, ~bi‑weekly to monthly).
- Standing and walking for extended periods during recruitment season (up to ten hours per day).
Compensation and Benefits
Salary: 66,740 – 90,060 USD annually (APT 4). Benefit package includes Health/Dental/Vision, flexible spending account, defined contribution pension plan, and more.
