Dynamics Technical Lead

Role Purpose

The Government of Saskatchewan (GOS) seeks one or more Microsoft Dynamics (D) Technical Leads to lead the development, implementation, and enhancement of D projects and vendor‑supported applications on the central D platform. The role requires solution design, technical leadership, platform administration, integration work, and governance guidance.

Key Responsibilities

• Solution Design & Implementation: Gather requirements with cross‑functional teams. Design solutions for D Customer Service, Sales, SharePoint Online, Power Platform. Configure workflows, forms, dashboards, and reports. Develop custom solutions with .NET, Azure Functions, plugins. Migrate data from SQL Server/Oracle; develop reports using Power BI.
• Technical Leadership: Lead technical aspects of D/SharePoint/Power Platform projects. Deliver on time, per requirements and specs, ensuring quality. Recommend and implement improvements to the D platform, including tools and utilities.
• Platform Administration & Support: Manage user access, security, and permissions. Maintain and troubleshoot the platform. Support users, resolve issues, and work with Microsoft support/vendors as needed. Lead application releases using Azure DevOps pipelines.
• Integration: Integrate D and Power Platform with enterprise systems. Build data flows, transformations, and integrations for accuracy and availability.

Mandatory Qualifications/Requirements

Education: Degree in Computer Science/Engineering, or technical diploma with experience working in the Information Technology sector.

Certification: Proof of certification is required. Candidates to provide a copy at submission.

Experience: Demonstrated experience as a Senior Dynamics Technical Lead. The Government of Saskatchewan considers senior level to be demonstrable experience working on multi‑year, enterprise IT implementation projects.

Demonstrated experience with development in Microsoft Dynamics (D), specifically the Customer Service and Sales Module. Demonstrated experience implementing Power Pages Portals. Demonstrated experience creating solutions for re‑use across more than one enterprise solutions built on the Microsoft D platform. Demonstrated experience with Microsoft D integrations with third‑party services and public‑facing portals (Account). Candidate must be able to work % onsite at a Government of Saskatchewan office in Regina, Saskatchewan, effective the contract start date. Candidate confirms the maximum hourly rate for the competition must not exceed $ plus applicable taxes for the full term of the engagement. No response required. This mandatory will be validated through Appendix B Hourly Rates. Local Knowledge: GOS is interested in understanding the Resource’s experience with GOS, or comparable entities, as it relates to the technical and business landscape. Describe in detail.

Weighted Requirements: Demonstrated experience working with Microsoft Azure, Azure Functions and Common Data Services. Demonstrated experience configuring, customizing and writing plugins for Microsoft D. Successful completion of application development and deployment of one or more Dynamics projects working at a Senior level. Provide details of projects and role. Demonstrated experience in managing development, estimating, planning and scheduling project activities in a Dynamics application. Demonstrated experience using Microsoft Power Platform. Demonstrated experience working with multiple IT service management frameworks/methodologies such as ITIL, DevOps, etc. Demonstrated experience supporting multiple environments (Non‑prod, Prod, DR) for enterprise IT systems. Demonstrated experience working with Microsoft Power BI and XRMToolbox. Demonstrated experience working with multiple IT vendors on the same project. Demonstrated experience with knowledge sharing and/or mentoring junior team members. Demonstrated experience working on setting up pipeline deployment for Microsoft D application releases. Demonstrated experience working on data migration from data sources such as SQL database to Dataverse.
