Job description
Overview

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, and the PRESTO fare payment system. We are building new and improved rapid transit, including GO Expansion and major expansions to Toronto’s subway system. Metrolinx is an agency of the Government of Ontario. The Capital Projects Group seeks two directors to lead and manage commercial decisions and provide strategic and commercial advice to support the implementation of robust Commercial Management plans. Salary information: $155,210 per year; full-time position.

Responsibilities
  • Direct and lead the commercial management team throughout the lifecycle of all contracts/projects and ensure effective commercial policies, procedures, and best practices.
  • Provide guidance in the development of procurement documents, contracting structure and strategy, contract negotiation, governance, and risk management to minimize corporate liability.
  • Develop and implement commercial management plans and strategies to maximize funding opportunities and value while minimizing risk.
  • Lead a commercial team and collaborate with technical teams and stakeholders to implement commercial strategies.
  • Identify emerging commercial topics, report contractual claims, and lead the management and resolution of legal and/or commercial disputes.
  • Develop and implement methodologies, tools, and techniques for commercial management excellence and continuous improvement.
  • Lead the resolution of issues of corporate significance to protect Metrolinx’s commercial reputation and ensure value for money and sound decision-making.
Qualifications
  • Completion of a degree in Engineering, Architecture, Contract/Construction Law, Business Administration, or related discipline, or an equivalent combination of education, training and experience; graduate degree an asset.
  • Demonstrated experience in a public transportation development or construction environment with success in commercial management for major infrastructure projects; transportation/public sector experience is an asset.
  • Experience developing, structuring, procuring, negotiating, and administering complex contracts.
  • Professional Engineer (P.Eng.) in Ontario, PMP, or international equivalents are assets.
  • Knowledge of procurement strategies, project delivery models (traditional, P3, collaborative) and associated risk transfer implications.
  • Transit experience and knowledge of transit-related risks across construction, design, engineering, and commercial management are preferred.
  • Knowledge of relevant legislation, policies, building codes, and government bodies in public transportation development.
