Job summary

This job posting is for an existing vacancy and therefore will be filled accordingly.

This position reports to the Supervisor, Development Engineering, and is primarily responsible for the day-to-day engineering review of planning act applications and subdivision detailed design, as well as coordination of comments from a multi-disciplinary team.

Job Responsibilities
  • Reviews and recommends approval of engineering details and drawings as related to subdivision, site plan, and other forms of development applications including site plans for custom homes.
  • Reviews complicated design features of subdivision applications including community stormwater management facilities and third pipe systems.
  • Provides technical support to legal team including providing witness testimony for appealed files at the Ontario Land Tribunal.
  • Coordinates comments from a multi-disciplinary cross departmental team for detailed design review of subdivisions, including conflict resolution.
  • Provides professional expertise and guidance to various Town departments, while also offering support to junior technical staff.
  • Reviews and recommends approvals related to stormwater infrastructure as part of the Consolidated Linear Infrastructure Environmental Compliance Approval program.
  • Coordinates the processing of development applications and agreements such as site alteration, subdivision and other land development related applications with town staff and external agencies.
  • Participates in all application processes related to the technical review of engineering standards and design (e.g. TIS’s (traffic impact studies), noise assessments, grading, storm water management, parking supply/demand evaluations, upholding current standards etc.).
  • Responsible for assisting in development related financial matters with town staff, developers and builders ensuring that adequate securities are received by the town, maintained, adjusted and administered in accordance with the requirements of various agreements.
  • Processes inquiries from the developers, builders, agents, citizens, community groups, council members, regional and provincial officials, and town departments re: subdivision and site plan development, handling resolution of requests, claims and complaints.
  • Provides input to updating the section’s Development Engineering Manual and town standards.
  • Participates in the review and updating of policies, procedures, standards and work methods, pertaining to land development applications.
  • Participates and attends scheduled Committee and Council meetings, as needed.
  • Maintains effective relations with the public, developers, community groups, regional/provincial officials and represents the town at hearings/public meetings.
  • Performs other duties and special projects as assigned.
Qualifications
  • The successful candidate will have a four (4) year Engineering degree or equivalent.
  • P.Eng. designation with Professional Engineers Ontario or equivalent required.
  • A minimum of five (5) years directly related experience in design, design review of land development applications including subdivision and site plans. An equivalent combination of education and experience may be considered.
  • Experience in providing expert witness testimony for Ontario Land Tribunal Hearings an asset.
  • Strong communication, interpersonal and negotiations skills complement your project management experience.
  • Comprehensive knowledge of engineering standards, methods, planning and land development processes is essential.
  • Highly functional in a computerized environment utilizing GIS, Adobe, Excel and Word software.
  • Experience in leading project teams will be an asset in this position.
  • The successful candidate must hold and provide a copy of a valid and unrestricted Ontario Driver’s License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current drivers abstract (no older than 30 days) and pass a Town administered road test as a condition of employment.
  • The successful candidate will also be required to supply their own personal vehicle for performing job duties / corporate business such as occasional site inspections.
