Job Profile

Under the general direction of the Assistant Controller – Community Services, the Coordinator of Financial Services is responsible for planning, coordinating and ensuring compliance of all financial aspects relating to assigned divisions within the Community Services department. The role emphasizes timely, independent, and objective financial analysis to management, with recommendations to improve accounting processes and policies. The development and maintenance of internal controls to safeguard department assets is a critical function.

This senior financial position brings business acumen and financial expertise to manage revenue and expenditures in the Recreation Services Division and Community Development Division. The portfolio has combined revenue and expenditures of $14 Million and $56 Million respectively. The Coordinator provides planning, coordination, research, review, analysis and interpretation of financial and statistical data, acting as the main source for financial information for the assigned division. The Assistant Controller, Manager of Finance, and other Senior Managers rely on the incumbent for decision-making information.

The Coordinator supervises two Accountant Technicians and mentors their professional development within the organization.

Responsibilities
  • Provides leadership, supervision and direction for Accountant Technicians.
  • Plans, leads and coordinates the assigned divisions operating budgeting processes, including assisting divisional managers in developing goals and objectives.
  • Plans, leads and coordinates accurate and timely forecasting and year-end financial statements for assigned divisions.
  • Manages daily activities ensuring compliance with financial accounting standards and City policies; ensures accounting, administrative, and payroll services including quarterly and annual reports are accurate and timely.
  • Identifies and investigates weaknesses in departmental financial systems, presents alternative solutions and coordinates system implementation.
  • Reviews and analyzes Administrative Reports to highlight financial implications through Financial Impact Statements.
  • Provides technical support in special projects and acts for the Assistant Controller/Manager of Finance during their absence.
Education and Qualifications
  • Professional accounting designation in good standing is required.
  • Bachelor’s Degree in Commerce or equivalent.
  • Minimum four years’ experience managing a finance operation with budgeting, forecasting and year-end financial statements for Operating, Capital and Reserves.
  • Minimum two years’ experience supervising staff.
  • Ability to identify information needs of staff and management and integrate into a reporting system.
  • Experience directing accounting, administrative and payroll functions for a large, complex department.
  • Ability to prepare, analyze and interpret financial and statistical reports.
  • Ability to establish positive working relationships with employees at all levels, external contacts, and the public, in accordance with the Respectful Workplace Policy.
  • Ability to plan, organize, prioritize tasks, and meet deadlines.
  • Ability to initiate action with limited supervision and instruction.
  • Strong knowledge of accounting and control systems with the ability to develop and implement new systems.
  • Effective communication skills, both verbal and written.
  • Knowledge of the Community Services Department(s) and financial systems/business processes is preferred or expected within 12 months.
  • Experience developing complex spreadsheets using advanced Microsoft Excel, and knowledge of Microsoft PowerPoint and PeopleSoft Finance and Budget modules.
  • Ability to prepare reports for senior management.
  • Strong knowledge of GAAP and municipal reporting practices; knowledge of CUPE & WAPSO collective agreements is preferred.
  • Education obtained outside Canada must be assessed for comparability to Canadian qualifications.

  • Professional accounting designation in good standing.
