Job description

Reporting to the Chief Administrative Officer (CAO), the Assistant Chief Administrative Officer (ACAO) / Chief Financial Officer (CFO) will assist with managing day-to-day operations and is responsible for all financial management, control and reporting for six Summer Villages and the Joint Services Administration, located in the Summer Village of Ma-Me-O Beach.

The ideal candidate will have a strong track record of success in municipal government, with expertise in managing budgets, leading teams, and working collaboratively. The candidate will possess excellent communication skills and have the ability to build positive relationships with the CAO and Summer Village staff, members of Council and the public.

Key Responsibilities

ACAO Duties and Responsibilities:

  • Demonstrates a high degree of personal initiative, organizational skills, reliability, professionalism and respect.
  • Supervision and mentoring of office staff.
  • Possesses excellent time management skills and can balance multiple priorities and jobs.
  • Can evaluate and determine priority of all tasks.
  • Can maintain professionalism and confidentiality with all political and sensitive matters.
  • Has excellent oral and written communication skills.
  • Has strong interpersonal skills to assist effectively with the public.
  • Has strong computer and technology skills, including knowledge of Microsoft 365 Programs.
  • Act as a liaison with other municipalities, agencies and levels of government.
  • Acting CAO when the Chief Administrative Officer is away.

CFO Duties and Responsibilities:

  • Development of 3 year operating and 5-year capital budgets for the seven Summer Villages and Joint Services, maintaining excellent financial records and controls.
  • Ensure that the necessary reports are prepared and presented on matters of Administrative, Financial and Accounting and Bylaws.
  • Develop and maintain effective systems and records for all administrative, financial and accounting functions.
  • Ensure that expenditures are within the Council approved budget and authorizes payment of accounts within established guidelines.
  • Monitor the collection of all accounts receivable including general taxes and other receivables.
  • Prepare all grant applications and submit annual financial reports
  • Attend all regular and special meetings of Council and other meetings as requested by the Chief Administrative Officer.
  • Annual review of insurance requirements and renewals.
  • Prepare biweekly payroll, LAPP Remitting, annual reports.
  • Prepare HR documents, ROE and annual staff letters.
  • Prepare GST rebates applications, Annual WCB reports and filing, annual T4’s review and preparation.
  • Work with the external auditor, prepare records for all annual audits.
  • Prepare year-end closing entries and working papers.
  • Annual Preparation and review of financial statements and financial information return.
  • Office technology purchases of equipment, office updates, assisting staff with IT concerns,
  • Working with external IT Consultant virtually and on-site.
  • Perform any other duties as requested by Chief Administrative Officer.
Requirements

Qualifications:

  • A Chartered Professional Accountant (CPA) with 5 years of experience.
  • A minimum of five years of related and progressive experience in Municipal Finance.
  • Knowledge of Municipal Government Act.
  • Proficient in Catalis (Muniware), Microsoft 365, TEAMS, Zoom.
  • Knowledge of accepted accounting principles and practices
  • Knowledge of payroll procedures and practices
  • Excellent communication and problem-solving skills.

Equivalent education and/or related experience may be considered.

Position

This position is 37.5 hours per week, Monday to Friday 8 am to 4 pm, with the occasional Saturday required.

The salary range for this position is $98,000 – $120,000 and will be commensurate with experience.
