Job summary

A leading energy company based in the UAE is seeking an experienced HSE Manager to lead and maintain Health, Safety, and Environmental standards across the project site. The successful candidate will have a degree in a relevant field and a minimum of 5 years of HSE leadership experience, preferably in construction on large international projects. Strong knowledge of HSE regulations, including UAE specifics, is vital for this role, alongside auditing qualifications and incident investigation experience.

Qualifications

  • Auditor certification for ISO 14001 and ISO 45001 is a plus.

Job Description

The HSE Manager is responsible for leading, implementing, and maintaining Health, Safety, and Environmental standards across the project site. This role ensures compliance with legal requirements, international standards, and company policies, while fostering a strong HSE culture among all personnel.

Job Responsibilities
  • Demonstrate strong leadership and commitment to Health, Safety, and Environment principles.
  • Encourage and guide internal teams and contractors to comply with all project HSE requirements.
  • Develop, maintain, and implement the Site HSE Management System in line with internal policies and external certification standards.
  • Update HSE documentation throughout all project phases as required.
  • Monitor compliance with applicable legal and regulatory requirements.
  • Intervene decisively in HSE matters to ensure standards are rigorously enforced on site.
  • Advise and support site personnel at all levels on HSE matters.
  • Develop and apply hazard identification and risk assessment processes to reduce risks to ALARP.
  • Ensure Risk Assessments and Method Statements (RAMS) align with HSE requirements and that site activities comply accordingly.
  • Support the Site Manager in correctly implementing the Permit‑to‑Work system.
  • Serve as the main point of contact with regulatory authorities on HSE‑related issues.
  • Conduct incident investigations and prepare formal reports.
  • Perform internal inspections and audits of HSE standards and site practices.
  • Organize and participate in HSE meetings.
  • Monitor HSE performance using KPIs and submit monthly HSE reports.
  • Record and maintain information in the company's HSE database system.
  • Capture and document lessons learned for use in current and future projects.
  • Ensure the site has a competent team of HSE Advisors.
  • Deliver site HSE inductions and regular training sessions for new and existing employees.
  • Ensure company‑provided HSE training content is accurate, relevant, and up to date.
  • Liaise with other internal and external HSE professionals to promote a positive HSE culture.
  • Support emergency response procedures on site.
  • Ensure required medical examinations (e.g., drug and alcohol tests) are conducted for staff as needed.
  • Support HSE qualification assessments for suppliers.
Key Qualifications
  • Degree in Health, Safety, Environment, Engineering, or a related field.
  • Internationally recognized HSE qualification (e.g., NEBOSH or equivalent).
  • Additional HSE training or certifications (e.g., first aid, fire safety) are an advantage.
  • Sound knowledge of HSE Management Systems (ISO 14001, ISO 45001, SCC).
  • Auditor certification for ISO 14001 and ISO 45001 is a plus.
  • Minimum 5 years of site‑based HSE leadership experience in Construction/Commissioning on large, international projects.
  • Experience in the Middle East is preferred.
  • Strong background in incident investigation and reporting.
  • Familiarity with international HSE regulations and best practices; knowledge of UAE regulations is an advantage.
