This Opportunity

Stantec’s Management Consulting Group in the Middle East is looking for a senior consultant to work closely with our client in a transformation journey for their Drainage Network Maintenance Department’s supply chain maturity.

Role Overview

The Senior Wastewater Expert will lead the development of KPIs and Service Levels for treated water / wastewater / treated sewage to ensure regulatory compliance and operational excellence in treated water and treated wastewater / sewage. This role demands deep technical expertise in wastewater network and treatment plants, pumping stations, hydraulic modeling, treated sewage.

Key Responsibilities
Technical Leadership
  • Develop Service Levels and KPIs for treated water and wastewater / sewage for the O&M of the drainage networks
  • Develop Contract documents for new tenders specifically with respect to technical schedules and Service levels for performance-based O&M Contracts
  • Review and analyze existing design and engineering of stormwater, wastewater, and sanitation networks, including pipe systems, pumping stations, culverts, and CSOs.
  • Develop unified hydraulic models and conduct telemetry verification to optimize network performance.
  • Contribute to the development of payment mechanism or strategy based on the achievement of Service Levels and KPIs by drainage O&M Contractors.
  • Apply multi-objective optimization techniques to balance CAPEX, OPEX, and serviceability goals.
Project Delivery
  • Oversee project execution from feasibility to commissioning, ensuring alignment with client expectations and regulatory standards.
  • Prepare and manage Work Breakdown Structures (WBS), QA checklists, and delivery program tools to ensure high-quality outputs.
  • Attend stakeholder meetings to provide technical updates and resolve queries.
Performance & Compliance
  • Define and monitor KPIs and Service Levels for drainage and wastewater systems, pumping stations, treatment plants, treated wastewater / sewage ensuring compliance with local authority standards (e.g., Dubai Municipality, ADSSC, TAQA).
  • Conduct root cause analysis for pollution incidents and flooding and develop mitigation strategies.
Qualifications
  • Bachelor’s or master’s degree in civil engineering, Water Engineering, or related discipline.
  • Minimum 15 years of experience in drainage and wastewater infrastructure projects, with a minimum of 5 years of demonstrable experience in the Middle East.
  • Membership in professional bodies such as MCIWEM is preferred.
  • Experience and Western education is preferred but not mandatory
Skills & Competencies
  • Proficiency in hydraulic modeling tools (e.g., InfoWorks, SewerGEMS), AutoCAD, Civil 3D.
  • Strong analytical and problem-solving skills.
  • Familiarity with international and regional codes and standards.
  • Excellent communication and stakeholder engagement abilities
