Role Overview
As a Resource Allocator you will maximise the utilisation of resources and provide a dynamic resource allocation plan by optimally allocating the key operational resources including manpower, equipment and facilities on the day of operation. Ensure that the allocation of resources is undertaken independently, without prejudice and in‑line with the planned business needs, the dynamic real‑time operational demands and the unscheduled customer requirements whilst achieving the targeted levels of the current Service Level Agreements. Provide an independent view regarding the most effective utilisation of all resources.
Key Responsibilities
- Undertake the allocation activities in three phases:
- Pre‑planning: Account for expected demands, schedules and rostered resources, pre‑plan the allocation of tasks 24–7 hours in advance of the shift as per agreed timetable and department specifics.
- Shift allocation planning: During the shift, prior and/or at the start of the shift, re‑check the pre‑plan and undertake the detailed allocation of all resources ensuring that allocation is undertaken according to load.
- Real‑time allocation: Manage real‑time allocation of resources in line with actual loads, monitor task achievement, adapt plans for unscheduled demands such as delays, and respond to changes in staff availability.
- Improve operational efficiency and productivity by utilising specialist knowledge of decision‑support systems (RMS, Real‑Time Control, MACS, OPERA and other IT systems) to create, communicate and execute the most effective resource allocation plan.
- Collaborate with the operational shift in‑charge, providing expert advice and input to respond to dynamic changes during the shift, reviewing allocation plans for sickness or absence and recommending replacements or overtime.
- Effectively communicate the resource allocation plan to resources directly or via the shift in‑charge and monitor progress continuously.
- Ensure robust resource allocation plans are in place and utilised during scheduled and unscheduled system outages.
- Work as part of a team of resource allocators, ensuring smooth handover to and from colleagues, covering for other departments or areas as required, and continuously reviewing effectiveness to maximise system potential.
Specific Job Accountabilities (Dnata, EKAS, Sky cargo)
- Monitor the allocation plan’s effectiveness, providing feedback on roster solutions and resource engagement standards to the resource planning team, maintaining updated staff qualifications and coordinating with standards, procedures staff, line managers and supervisors.
- Coordinate with resource planning and IT to ensure decision‑support systems deliver functional results and are configured in-line with operational needs.
Specific Job Accountabilities (Emirates Flight Training Academy)
- Develop and manage medium‑ and long‑term resource planning for aircraft, flying instructors and simulators, considering historic weather, instructor qualifications, aircraft serviceability, metrics, days of operation, student intake, training syllabi and daylight hours. Roll out performance dashboards to assess flight operation efficiency.
- Publish and circulate a two‑week rolling flying programme weekly, showing projected schedule for the upcoming week and actual schedule for the prior week. Circulate a 30‑day roster, update allocation sheets for cadets and instructors based on ratios and student stage, and publish monthly & YTD operational reports (digital dashboard) for stakeholders.
- Track and monitor training progress of each cadet, update individual progress charts, develop prediction models for student delays, and capture Voice of Cadet surveys to assess satisfaction trends.
Qualifications
- Knowledge/skills: Supply Chain, Logistics or Transport; Resource Management Systems (RMS, Real‑Time Control, Multi‑Access Check‑in System); Microsoft Office Applications.
