Job description

Our long term client has a vacancy in their leadership team for Project Controls Manager, based at their head office. They are a well established brand name in the industry, having been formed in the 1980s & have since been involved with various iconic buildings in the UAE.

Position Title: Projects Control Manager
Location: Head Office, Dubai
Reports To: Chief Executive Officer (CEO)

Role Overview

The Projects Control Manager is a senior leadership role responsible for overseeing all project cost control, planning, scheduling, forecasting, and reporting functions across their portfolio. The role ensures projects are delivered on time, within budget, and aligned with corporate strategic objectives. The position acts as the strategic link between project teams and executive leadership, offering consolidated insights on cost, schedule, risks, and performance trends.

Key Responsibilities
  1. Establish and Implement Project Control Systems: Develop, implement, and continuously improve standardized procedures and systems for project cost estimating, cost control, budgeting, planning/scheduling, progress measurement, and forecasting across all projects.
  2. Ensure these controls are applied from the pre-construction phase through project execution and close-out, providing a consistent framework for managing cost and schedule performance.
  3. Budget Development and Cost Planning: Lead the preparation of comprehensive project budgets and detailed cost plans during project initiation and tendering. Oversee conceptual estimates and value engineering exercises to optimize costs.
  4. Ensure that project budgets align with organizational goals and approved cost benchmarks and establish cost baselines for performance measurement.
  5. Master Scheduling and Planning: Oversee the development of master project schedules using Primavera P6 and other planning tools. Work closely with planning engineers and project managers to establish realistic timelines, key milestones, critical paths, and resource loaded schedules for each project.
  6. Ensure all projects have a defined baseline schedule and that planning methodologies are correctly applied for accurate scheduling.
  7. Cost Monitoring and Control: Monitor project expenditures on an ongoing basis, comparing actual costs against the budget and ensuring any deviations are identified early.
  8. Enforce strict cost control by approving or reviewing major expenditures, verifying invoices, and tracking commitments. Continuously track committed costs, actual spending, and remaining forecast to complete, so that no project exceeds its authorized budget without management awareness.
  9. Variance Analysis and Corrective Actions: Conduct thorough variance analysis on both cost and schedule performance. Investigate any cost overruns or schedule delays to determine root causes.
  10. Prepare reports highlighting cost variances (e.g. cost overruns on specific work packages) and schedule variances (e.g. activities behind plan) and recommend corrective actions. Implement and follow up on these actions to realign projects with budget and timeline targets.
  11. Change Management: Administer the change control process for projects. Evaluate the cost and schedule impact of any scope changes, design modifications, or site instructions. Review and validate change orders or variation claims from contractors and subcontractors for accuracy and fairness.
  12. Adjust project budgets and schedules to incorporate approved changes, and ensure all changes are documented and reflected in forecasts. Maintain a contingency management plan to account for approved changes and risk allowances.
