岗位核心职责
- 属地化落地总协调:作为SYD课题在中东地区项目落地的属地总负责人和核心对接人,全面统筹协调国内SYD技术成果在当地的转化与应用。
- 技术成果本地化转化与应用:深入理解国内SYD降本技术小组的研发成果,结合中东当地法规、规范、市场供应情况及施工习惯,进行技术方案的适应性调整、优化和本地化转化,确保技术方案的合规性、可行性和经济性。
- 跨部门协同与沟通:建立并维护与国内SYD技术小组、招采部门的高效沟通机制,及时反馈当地项目需求、技术难点及市场信息,协同解决技术落地过程中的各类问题。
- 设计协调与合规管理:主导SYD成果与当地设计院的沟通协调,推动SYD技术方案融入设计;确保所有技术应用符合当地建筑规范和安全标准。
- 招采支持与供应链对接:配合国内招采部门,基于本地化后的技术方案,进行当地市场材料设备调研、供应商寻源与评估,支持招采策略制定和合同技术条款的确定,确保供应链的稳定与成本最优。
- 技术交底与现场实施监督:向当地施工团队进行详细的技术交底,明确技术要点和质量标准;监督现场施工过程,确保SYD降本技术成果得到准确、高质量的实施,并达到预期的降本增效目标。

Job Description
Project Construction Manager – Logistics & Industrial Projects
Location: Abu Dhabi, UAE
Role Overview
The Project Construction Manager will be responsible for the end-to-end delivery of logistics and industrial construction projects in the UAE, acting as the client-side key on-site representative and coordination lead. The role requires strong experience in Middle East project delivery, managing multi-contract delivery, ensuring regulatory compliance, controlling cost and schedule, and coordinating closely with overseas technical, cost, and procurement teams to achieve safe, compliant, and cost-effective project delivery.
Key Responsibilities
Local Project Delivery Leadership
- Act as the primary local construction lead and key point of contact coordinating contractors, consultants, authorities, and internal stakeholders for logistics and industrial projects in Abu Dhabi.
- Lead end-to-end construction delivery of logistics and industrial projects from mobilization to handover.
- Overall coordination of design, procurement, construction, and handover activities on site.
- Identify and manage construction, technical, regulatory, cost, and schedule risks.
- Ensure compliance with UAE Building Codes, UAE Fire & Life Safety Code, Abu Dhabi Civil Defense requirements, Abu Dhabi Municipality regulations, Estidama/PEARL requirements, relevant international standards and other relevant authorities (e.g., KEZAD, AD-Ports)
Technical Solution Localization & Implementation
- Interpret and adapt overseas-developed technical and cost-optimization solutions to suit UAE regulations, local standards, market availability, and construction practices.
- Drive practical, buildable, and cost-efficient technical implementation on site.
Cross-Functional & Cross-Border Coordination
- Maintain close coordination with overseas technical, cost, and procurement teams.
- Provide timely feedback on local site conditions, technical challenges, supply chain constraints, and market intelligence.
Design Coordination & Compliance Management
- Lead coordination with local designers and consultants to integrate approved technical solutions into the design.
- Coordinate with local designers and consultants to ensure designs comply with UAE regulations, authority requirements, and project standards.
- Ensure all designs and construction activities comply with local codes, authority requirements, and safety standards.
- Manage authority submissions, approvals, and compliance with UAE Fire & Life Safety Code and relevant international standards.
Procurement & Supply Chain Support
- Support procurement activities by conducting local market research, supplier sourcing, and technical evaluations.
- Assist in defining procurement strategies and technical specifications to achieve optimal cost and quality.
- Ensure supply chain stability, quality compliance, and cost efficiency.
- Coordinate with suppliers and contractors to ensure timely delivery of long-lead items and critical materials.
- Assist in defining technical scopes, specifications, and contract requirements.
Site Execution & Quality Control
- Conduct detailed technical briefings and method statements with contractors and site teams.
- Supervise construction works to ensure quality, HSE compliance, schedule adherence, and correct implementation of approved solutions.
Reporting, Issue Resolution & Continuous Improvement
- Provide regular progress, cost, and risk reports to management and overseas teams.
- Proactively identify and resolve technical, quality, cost, or schedule issues during construction.
- Capture lessons learned, site feedback and performance data, and contribute to continuous improvement of construction standards and delivery methods.
Contractor and Interface Management:
- Identify, manage, and mitigate interface risks arising from split contracts and multiple subcontractors.
- Develop and maintain package interface matrices, responsibility demarcation documents, and sequencing plans to mitigate scope gaps and interface risks.
- Maintain a live interface risk register and ensure responsibilities are clearly assigned and communicated.
- Manage cross-trade coordination meetings and resolve interface-related conflicts between subcontractors to avoid delays and claims.
- Lead coordination workshops with consultants, subcontractors, and internal teams to resolve interface and sequencing challenges.
Key Qualifications & Experience
Middle East Project Management Experience
- Proven experience working with large Chinese overseas developers or EPC contractors in the Middle East (UAE, Saudi Arabia), serving as client-side project manager or a core member of the project management team.
- Strong understanding of the full project lifecycle under Middle East construction practices.
Multiple Contracting & Interface Management
- Hands-on experience with Multiple Prime Contracts or split contract delivery models.
- Demonstrated ability to manage complex contractor interfaces, coordination, and accountability across multiple work packages.
Local Regulatory & Market Knowledge
- Solid knowledge of UAE construction laws, regulations, approval procedures, and market practices. Fire & Life Safety Code, relevant international codes, permitting processes, authority approvals, and local market practices.
- Ability to identify, manage, and mitigate local compliance, permitting, and regulatory risks.
Design Standards & Coordination Capability
- Familiarity with UAE and regional design codes and approval requirements (e.g. UAE Fire & Life Safety Code, relevant international standards).
- Strong capability to coordinate design development and reconcile overseas technical standards with local codes and authority requirements.
Relevant Project Type Experience
- Extensive construction management experience in industrial plants, logistics warehouses, distribution centers, or similar large-scale industrial infrastructure projects.
- Deep understanding of construction sequencing, cost structure, and key construction challenges specific to these asset types.
Cross-Cultural Communication Skills
- Fluent in English and Mandarin (spoken and written); working knowledge of Arabic is an advantage.
- Able to act as an effective bridge between overseas technical teams, cost & procurement functions, and local consultants, contractors, and authorities.
- Experience coordinating between overseas technical teams and local project teams is highly preferred.
Technical Implementation & Cost Awareness
- Strong interest in applying new construction technologies, methods, and cost-optimization solutions.
- High level of cost control awareness with the ability to drive practical, on-site implementation.
General Qualifications
- Bachelor’s degree in Engineering, Construction Management, Architecture, or a related discipline.
- Minimum 8–12 years of relevant project or construction management experience in the UAE or wider Middle East.
- Registration or eligibility for registration with Abu Dhabi Municipality / DMT is preferred.
- Proven experience delivering industrial facilities, logistics warehouses, or large-scale commercial/infrastructure projects.
- Strong knowledge of UAE construction regulations, local authority approval processes, and industry standards.
- Hands-on experience managing multiple contractors and complex interface coordination.
- Solid understanding of construction cost structures, procurement strategies, and site execution challenges.
- Hands-on experience in Project management systems for project tracking, submittals, and site reporting (such as Aconex, Procore, BIM, Primavera, etc.)
