Overview

The Role HR Manager – Contracting Sector (Dubai, UAE) Location: Dubai, United Arab Emirates Industry: Contracting / Construction / Engineering Services / Property Management Employment Type: Full-Time | Onsite

Big Fish Recruitment is proud to partner with one of the UAE’s most established real estate and development groups - renowned for delivering landmark residential, commercial, and mixed-use communities across Dubai. We are supporting their contracting division in hiring an experienced HR Manager to oversee and lead the full HR function for their Dubai-based operations. This is a strategic and hands-on role suited to a candidate with solid UAE HR experience and a background in the contracting, construction, or service sectors.

Key Responsibilities
  • Strategic HR Leadership: Align HR practices with business strategy to support organizational goals and operational success. Act as a trusted HR advisor to senior leadership and project teams.
  • Recruitment & Talent Acquisition: Manage full-cycle recruitment across technical, operational, and executive roles. Coordinate workforce planning based on project timelines and business needs.
  • Employee Relations & Engagement: Lead all employee relations matters with professionalism and fairness. Design engagement programs to drive morale, productivity, and retention.
  • Performance & Development: Implement performance management systems (KPIs, reviews, development plans). Identify training needs and coordinate relevant programs to upskill employees.
  • Compensation, Payroll & Benefits: Support payroll processes and ensure compliance with UAE WPS regulations. Contribute to compensation reviews and benchmarking to ensure competitiveness.
  • Policy & Compliance: Maintain and update HR policies in accordance with UAE Labor Law. Oversee visa, onboarding, offboarding, and general HR compliance matters.
Requirements
  • Bachelor’s degree in Human Resources, Business Administration, or a related field. HR certifications (e.g. CIPD, SHRM) preferred.
  • 10+ years of HR experience, with at least 3 years in the UAE.
  • Background in contracting, construction, or service industries is highly desirable.
  • Deep knowledge of UAE labor law, employment regulations, and visa processes.
  • Excellent interpersonal, leadership, and conflict-resolution skills.
  • Fluent in English (spoken and written).
  • Strong organizational skills with a hands-on approach to operational and strategic HR.
