WIOA Program Lead – Workforce Development

Job summary

The City of Pasadena, City Manager's Office - Career Services Division, is seeking an experienced workforce development professional to lead WIOA program delivery across Pasadena and partner cities (Sierra Madre, Arcadia, South Pasadena, Duarte).

The ideal candidate will have strong knowledge of WIOA, operations management, program evaluation, and collaboration with partner programs to align services within the California One-Stop system.

Qualifications

• Bachelor's degree in public administration, sociology, social science, economics, planning or closely related field.
• Four years of progressively responsible experience in operations, management and evaluation of employment training/economic development programs (Federal and State)
• Five years of recent experience implementing workforce development programs and WIOA provisions will be most qualified.

Responsibilities

• Oversees development, implementation, operation and evaluation of workforce development programs through the one-stop delivery system and partnerships.
• Provides program oversight, quality assurance, compliance monitoring, technical assistance and continuous improvement for services per WIOA.
• Implements goals and manages outcomes using data, performance indicators, and CalJOBS information.
• Ensures compliant administration and attainment of operational goals.
• Ensures compliance with WIOA rules and regulations for operating an American Job Center in California.
• Supervises and evaluates professional and administrative staff; directs staff with assignments, case file and database management, performance monitoring.
• Facilitates meetings to share information and ensure quality assurance.
• Facilitates partnerships to advance service delivery and address labor market needs.
• Supports the division by researching sector growth opportunities, compiling opportunity/gaps/challenges reports, and ensuring strategies are implemented and improved.
• Acts on behalf of the Career Services Administrator as assigned.
