Job summary

Career Team, a leading workforce development organization, is hiring a full-time WIOA Program Manager for the Deep East Texas Workforce Development Area. You will supervise Adult, Dislocated Worker, and Youth Advisors, manage enrollments, and drive performance and compliance under WIOA.

This onsite role requires strong leadership, coaching, and reporting capabilities to improve service delivery and outcomes.

Qualifications

• Bachelor's degree or equivalent experience plus 2–4 years proven management experience
• Knowledge of WIOA Adult, Dislocated Worker, and Youth program operations, policies, and performance requirements
• Strong customer service and performance management knowledge with training/coaching experience
• Strong project management, organizational, personnel, problem-solving, and data analysis skills
• Excellent interpersonal and communication skills
• Strong technical skills, proficiency in Microsoft Office, and accountability in a quality environment
• Valid Driver's License

Responsibilities

• Provide oversight and coaching to Adult, Dislocated Worker, and Youth Career Advisors
• Approve enrollment applications and support services, oversee program referral pathways
• Manage and lead program staff to meet or exceed performance goals, ensure accurate records
• Plan and implement a quality management model for continuous improvement
• Use Work In Texas reports to analyze and support performance activities
• Evaluate performance goals at program year start and enforce strategies for measures
• Address deficiencies with corrective actions
• Assist in developing casework service plans for complex cases
• Direct and supervise program staff, fill open positions, conduct evaluations
• Identify and address staff training needs
• Visit access points to ensure connectivity and partnerships
• Build and maintain community partnerships and collaborate with professionals
• Complete monthly report-outs and present activity reports
• Address customer complaints with strong service standards
• Model extreme customer service in all interactions
• Maintain a proactive ZAG mindset
• Perform other duties and projects as needed
