Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead the full lifecycle of highly strategic proposals in water resources, civil infrastructure, and environmental services.

You will coordinate with BD, operations, and executives, ensure compliance, and deliver compelling, compliant documents across multiple pursuits. The role requires 8–10+ years in proposal management within the AEC sector, strong writing and project management abilities, and familiarity with federal procurement

Qualifications

• 8–10+ years of proposal management experience within AEC industries.
• Experience leading complex engineering proposals from kickoff through final submission.
• Experience with federal proposals (SF330) and alternative delivery methods.
• Strong writing, editing, organization, and project management skills.
• Proficiency with MS Office; familiarity with Cosential/Unanet CRM; AI-assisted strategy a plus.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related marketing collateral.
• Manage multiple pursuits with schedules, deadlines, and compliance requirements.
• Facilitate kickoff meetings, assign responsibilities, and drive accountability.
• Collaborate with BD, operations, technical teams, and leadership to craft winning messaging.
• Ensure compliance with RFQs, RFPs, SOQs, and procurement regulations.
• Coordinate content from internal teams and partners; edit and format content for clarity.
• Develop visually compelling layouts and PowerPoint presentations aligned with brand.
• Support interview prep and presentation development.
• Maintain proposal assets in Cosential/Unanet CRM and pursue process improvements via technology.
